Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for a Ukrainian professional for the position of Senior Budget Assistant its Head Office in Kyiv.  The OSCE is committed to diversity and inclusion within its workforce, and encourages qualified female and male candidates to apply for this post.

 

Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities
     
   

Under the direct supervision of the Budget Officer, the incumbent is responsible for administering and supporting of the Mission budget process in accordance with the OSCE Regulatory Framework. Specifically, the Senior Budget Assistant has the following tasks and responsibilities:

  1. Verifying the funds availability and controlling the expenditure are made against approved budget, assisting in reporting and budget preparation processes;
  2. Assisting in preparation of the Mission’s budget, in particular, consolidating and conducting analysis of the initial and follow-up inputs during budget processes; preparing the list of recurring goods/services in co-ordination with respective units/sections; conducting thorough expenditure analysis of past periods to ensure that over-budgeting is avoided;
  3. Monitoring  expenditures against approved budget; conducting and providing detailed analysis of expenditure on a monthly basis and upon request from Programmes during budget implementation process; assisting in preparation of the mid-year review and forecast plans; drafting budget forecast plan to ensure it is consistent with the plan of procurement activities and with the recruitment plan in co-ordination with respective units/sections; analysing budget implementation trends, by making comparisons with approved budget and estimated projections and identifies possible significant discrepancies in programmes;
  4. Ensuring proper accounting of expenditure against approved programmes, assisting in monitoring of budget implementation, proposes budget revisions and adjustments where necessary; conducting account analysis on a monthly basis (or upon request) to identify Programme balances and/or incorrectly processed entries and processes adjustments in IRMA/Oracle;
  5. Assisting in reconciliation of active encumbrances;
  6. Participating in preparation of different types of reports on budget and expenditures and trends analysis during budget implementation for Senior Management and Programme Managers;
  7. Managing the Project module;
  8. Assisting in preparation of regular reports to the Donors;
  9. Performing other duties as required.
     
Necessary Qualifications
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal studies in finance, accounting, business administration;
  • Minimum six years of working experience in the field of finance, accounting, budget, project management, business administration, part of which should preferably have been in international environment;
  • Budgeting and analytical skills and experience is required;
  • Computer literate and practical experience with Microsoft applications; familiarity and experience with ERP Systems is desirable;
  • Professional fluency in English, Ukrainian and Russian languages, both, written and oral;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
