The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Learning and Development Assistant with its main office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

Tasks and Responsibilities
     
   

Under the guidance and direction of the Learning and Development Officer, and overall guidance by the Chief of Human Resources, the Learning and Development Assistant is expected to perform the following:  

  1. Co-operates with the Learning and Development Officer and with other Learning and Development team members in conducting all necessary phases and processes for implementation of various learning activities in the SMM;
  2. Performs learning and training needs analysis as well as assesses evaluations and feedback effectiveness together with the other Learning and Development Mission members in specific and identified subject-matter areas;
  3. Based on regular conducted needs analysis, prepares and develops training materials, lesson plans, online learning and presentations for specific courses and activities that require subject-matter expertise;
  4. Delivers and co-facilitates various learning and development activities on subject areas of work ethics, cultural awareness, client orientation, communication skills, and other needed learning and training programmes as required and identified through assessments;
  5. Liaises with learning focal points in the SMM field teams, members in SMM Head Office Units, participants, external training providers and other stakeholders regarding overall training preparation and arrangements;
  6. In accordance with existing internal policies and SMM Learning Strategy, supports the processes and works on lessons learned by collating constructive feedback and course evaluations, consolidates the results, monitors the trends and developments, analyses data to improve the effectiveness of learning and development initiatives with establishing SMM's best practices in the learning and development field;
  7. Adheres to existing SMM rules and regulations by supporting administration processes of learning activities and programmes, and attends administrative and learning-related meetings, prepares and distributes meeting minutes, as needed;
  8. Performs other job-related tasks as assigned by the direct supervisor.

Necessary Qualifications
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Secondary education supplemented by formal courses in adult training or training of trainers specialization; 
  • A minimum of 4 years of relevant working experience, substantial part of which should have been acquired in organizing and implementing training and learning events and co-ordinating similar activities, especially in the specialized field assigned such as: interpersonal skills, effective communication, client orientation, cultural awareness, work ethics and similar; 
  • Computer literate with practical experience in Microsoft applications and ERP Training Module, E-learning software applications or other needed training software;
  • Professional fluency in English, Russian and Ukrainian languages, with excellent written and oral communication skills in the mentioned languages;
  • Customer service oriented; ability to work in a confidential environment and maintain a high level of discretion;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
