DIRECT APPLICATION PROJECT

This vacancy is part of a pilot project with a number of participating States to assess a new sequence of applications for select secondment opportunities. If you are applying as a national of one of the following countries:

General Minimum Requirements    
     
   

 

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Experience in the area of good governance, parliamentary affairs and civil society development, including at least one year at international level;
  • Sound understanding of democratic political processes, including parliamentary procedures, functioning of parliamentary bodies, citizens’ participation in the decision-making processes, local self-government, decentralization and elections;
  • Experience in policy formulation, project/programme management, monitoring and evaluation, as well as co-ordination with donors and implementing agencies;
  • Professional fluency in the English language, both oral and written;
  • Ability to operate windows applications including word processing and email;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

 

Desirable:

  • Solid understanding of the political system in the Republic of Serbia.

 

     
Tasks and Responsibilities    
     
   

The Democratic Governance Section of the Mission’s Democratization Department works on strengthening the Republic of Serbia’s independent bodies, parliamentary institutions, committees and the capacity of their professional staff, as well as on supporting Serbia’s public administration reform. It also provides support in the processes of decentralization and fostering democratic oversight in the security sector. Further, it promotes transparency and good governance in the environmental sector. Under the direct supervision of the Head of the Democratization Department, the Senior Governance Adviser is responsible for:

 

  1. Formulating strategies, policies and activities in the field of good governance to provide advice and technical assistance to state institutions, national and provincial parliaments, local self-governments, independent regulatory bodies and civil society;
  2. Advising the Head of the Department and the senior management on the priorities, policies and interventions in the area of the Democratic Governance Section’s competencies, including through regular reporting, analysis, briefings and presentations, taking into account relevant standards and OSCE commitments;
  3. Developing and implementing the Democratic Governance Section’s programme and projects in accordance with the Mission’s mandate and with the OSCE’s performance-based programming and project management concepts;
  4. Managing the Democratic Governance Section and its projects in line with the OSCE regulatory framework, including through effective monitoring and evaluation of projects and activities, and ensuring synergies with other programmes and projects;
  5. Developing strategic partnership with government officials, international organizations, donors and civil society representatives to ensure the best use of OSCE resources, compatibility of projects and a co-ordinated approach;
  6. Supervising the Democratic Governance Section team, including providing leadership and support, managing performance, identifying learning needs/opportunities and sharing substantive knowledge;
  7. Supporting the Head of Department in ensuring a management based on results, key performance indicators and careful project implementation, monitoring and evaluation;
  8. Performing other duties as assigned, including acting as alternate head of department.
