Please note that this position is Extra-Budgetary (ExB) funded and is for 6 months. A possible extension is subject to the availability of funds.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.

 

All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Programme Officer, Economic Co-operation and Governance, the Project Assistant (PA) will provide support for the implementation of the extra-budgetary project entitled Promoting Good Governance and Enhancing Anti-Corruption Efforts in the OSCE Area through the Use of Open Data and New Digital Technologies (Project). The Project Assistant will support the Project manager in planning, managing, and overseeing the implementation of the project. The Project Assistant will support the project implementation in close cooperation with national partners, international partners, and relevant OSCE Field Operations. Specifically, the Project Assistant is:

 

  1. Supporting and assisting the implementation of the Project on Promoting Good Governance and Enhancing Anti-Corruption Efforts through the Use of Open Data and New Digital Technologies;
  2. Communicating with the national partners, experts, international partners, internally in the OSCE Secretariat, with OSCE Institutions, and with OSCE Field Operations, in order to plan and co-ordinate the logistical aspects of project activities;
  3. Contributing to the organization of the events outlined in the Project (support in the identification of participants, writing correspondence, follow-up to invitation, logistical and administrative support);
  4. Planning and co-ordinating of the logistical aspects of project, as applicable in cooperation with the local OSCE Field Operations and other partners;
  5. Providing information about project activities to a variety of stakeholders at working level, preparing draft project revisions, if necessary as well as draft project progress reports for internal and external use;
  6. Monitoring project implementation against the established indicators detailed in the project logical framework and ensuring that project outputs are delivered accordingly and on time;
  7. Ensuring visibility of project results and of the project partners, in line with OSCE guidelines;
  8. Preparing draft official communication needed to advance the project and follow up on project activities;
  9. Providing support with fundraising activities (preparing presentations, planning meetings with donors) and developing visibility plans for the Project as well as maintaining regular contact with the Communication and Media Relations Section (COMMS) in the OSCE Secretariat;
  10. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by relevant training in administration, project management, or other relevant field;
  • Minimum three years of relevant experience, including one at the international level;
  • Experience working  with projects, particularly in an international setting;
  • Computer literate with practical experience in Microsoft applications.
  • Professional fluency in the English language; knowledge of Russian and/or languages of the SEE region would be an asset;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,276 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
