Background    
     
    The incumbent provides programmatic and administrative support to the OSCE Programme Office in Bishkek (POiB) as a Senior Programme Assistant assigned to Economic and Environmental Dimension.
     
Tasks and Responsibilities    
     
   
  1. Under the direct supervision of  the Programme Manager  carries out a range of tasks related to the design of individual activities and their implementation in the area of development of municipalities within the framework of the  Economic Good Governance project  portfolio; 
  2. Responsible for both the administrative and substantive elements of project activity development and implementation;
  3. Research, collect, register, report and maintain information on project activities by reviewing reports and establishing and maintaining liaison with partners (including state partners and implementing partners), following up on all aspects of the project; in coordination with partners assesses project implementation and other related issues; report regularly to the direct supervisor, prepare various written outputs, draft background and briefing papers; 
  4. Prepare project/programme reports, activities and budget requirements for the planning of Unified Budget; plan, coordinate and develop project budgets in close cooperation with FAU in the OSCE Programme Office in Bishkek (POiB); follow up and keep records on project expenditures and overall financial status; prepare PR and PO, prepare and submit financial report for the projects expenditures for UB projects and for EXB projects if needed;
  5. Compile general background  information from available sources and partners for the assigned sector or area; maintain institutional memories or other documentation systems to record programme and project history and ongoing activities;
  6. Attend and contribute to briefings for visiting delegations on matters relating to the POiB’s mandate and other important sectors pertinent to the organisation’s mission;
  7. Pay field visits and participate fully in subsequent discussions and decision making regarding follow up actions on the projects;
  8. Provide inputs for all reporting exercises (regular and ad hoc), drafts and notes for the direct supervisor on specific issues and topics as and when requested; provide accurate interpretation/translation when necessary for the PM and other international staff members as requested to do so, during official meetings; receives visitors and responds to routine requests for information;
  9. During the absence of the other Senior Programme Assistant ensure that activities and communications in this Dimension are maintained in line with an agreed interim action plan;
  10. Performs other duties as requested.

Necessary Qualifications    
     
   
  • Completed secondary Education, University degree in Law, International studies, Public Policy, Political Science, Economics or Public Administration is an asset;
  • Very good knowledge and high level of skills in project planning, implementation, monitoring and evaluation procedures;
  • Minimum of six years of working experience in the field, preferably at least, two years of experience within international organization;
  • Experience in work with NGOs or different governmental institutions and organizations is an asset;
  • Good knowledge of the programme related issues and ability to comprehend the situation in the area and region;
  • Ability to collect and comprehend and summarize versatile information in aim to perform appropriate analyses;
  • Ability to respect decision making string, to comprehend complexity and importance of the project and  to act in accordance to the existing procedures;
  • Ability to establish and maintain good relations with people of different national and cultural backgrounds;
  • Sense of responsibility, organizational skills, ability to take initiative and to work independently;
  • Ability to work under pressure;
  • Good communication skills (written and oral);
  • High degree of fluency in written and oral English, Russian and Kyrgyz languages;
  • Excellent computer skills.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 946.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
