Background    
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its commitments in Politico-Military Activities. Particularly, it provides support for strengthening its efforts in preventing and countering violent extremism and radicalisation that lead to terrorism (VERLT). The Office is establishing a roster of suitable candidates who will be involved in the implementation of activities of the Politico-Military Dimension’s (PMD) project, in particular, providing assistance in amending the national legal framework for further facilitation of the Advance Passenger Information (API), thus providing expertise in the following areas:

  • Best practices on the management of passenger data exchange;
  • Procedures for adoption and ratification of legal normative acts;
  • National and international legal procedures and standards on aviation security and passenger data exchange.
     
Tasks and Responsibilities    
     
   

Under the overall guidance and direction of Programme Manager and National Counter-Terrorism Officer, the consultant will provide consultancy/expertise and assist in the implementation of the PMD project, particularly:

  • Prepare  analytical reports and recommendations on management of passenger data exchange, and draft amendments for updating relevant national legal documents;
  • Follow-up with the state agencies on adoption of amendments and their implementation;
  • Coordinate the approval process of documents with the Governmental Office and further with the Parliament;
  • Follow up the process of implementation of the Action Plan on API with national stakeholders(including but not limited to border service, customs service, as well as airport/civil aviation authorities and airlines);
  • Assist the national API Working Group on all issues related to API implementation;
  • Organise working sessions for the API Working Group and present reports during the sessions;
  • Provide oral and written translation to/from English/Russian on an ad hoc basis as required.

Necessary Qualifications    
     
   
 
  • Master’s degree in Law from an accredited university;
  • Practical experience in legal reform;
  • Strong knowledge of legislative procedures in international and domestic law;
  • Advanced experience in providing legal support/advisory support;
  • Demonstrated ability to moderate and facilitate working group meetings and roundtables;
  • Excellent written and oral communication skills in English and Russian. Knowledge of Kyrgyz is an asset;
  • Demonstrated analytical skills and maturity of judgement;
  • Good knowledge of the OSCE and its area of operation; previous assignments within the OSCE or another international organization would be an asset;
  • Experience in similar assignments is an advantage.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
