The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its commitments in Politico-Military Activities. Particularly, it provides support for strengthening its efforts in preventing and countering violent extremism and radicalisation that lead to terrorism (VERLT).
The Office is establishing a roster of suitable candidates who will be involved in the implementation of activities of the Politico-Military Dimension’s (PMD) project, in particular, providing assistance in conducting technical needs assessment and expertise in the following areas:
- Information systems integration;
- Technology and IT infrastructure;
- Data processing automation;
- Apache NiFi, database administration and migration.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the overall guidance and direction of Programme Manager and National Counter-Terrorism Officer, the consultant will provide consultancy/expertise and assist in the implementation of the PMD project, particularly:
- Explore the possibility and elaborate solution on integration of national watch lists with the API system;
- Provide recommendations to the state authorities based on the solution;
- Prepare a Request for Information and a Request for Proposals for possible vendors;
- Identify the best options available in the market for linking airline and government systems for the transmission of passenger data;
- Participate in preparation of user requirements and other technical specifications;
- Assist in conducting needs assessments and benchmarks as well as preparing technical specifications and evaluation criteria;
- Advise users on the most suitable hardware and software for different tasks ;
- Assist in the design, development and installation of systems for data collection, processing, dissemination and visualization;
- Undertake analysis of well-defined modules within the system and develop enhancements and new features to existing systems;
- Provide operational support for system’s applications, including analyzing and implementing system changes/upgrades, etc.;
- Write and develop programs to interface with existing systems;
- Prepare, update and maintain system’s documentation and related technical/procedural manuals.

Necessary Qualifications |
|
|
|
|
|
|
|
- Bachelor’s or Master’s degree in computer science/ information systems, mathematics, statistics;
- Demonstrated ability in at least two programming languages, particularly, in data transformation management and analysis, basic systems analysis and design techniques, testing, debugging, documentation standards, database design, storage and internal systems;
- Ability to analyse and deliver technical support for related IT systems issues;
- Minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems;
- Experience in data processing automation using tools such as SQL, Python and R for multi-terabyte datasets;
- Experience with Apache NiFi, database administration and migration, column store tables;
- Experience in trade SDMX data structures and tools is desirable;
- Strong drafting and reporting skills in Russian and English;
- Excellent communication skills, demonstrated analytical skills, and maturity of judgement;
- Demonstrated ability to moderate and facilitate working group meetings;
- Experience in similar assignments is an advantage.

Remuneration Package |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
