Background  

The Governance Sections 2019 project on ”Cultivating a Human-Centred Approach to Developing Networks of Governance Effectiveness (CHANGE)” will continue to support Ministry of Local Government Administration (MLGA) in enhancing the capacities of municipalities on inter-municipal cooperation and communication. During 2019 the GS will provide technical assistance to the MLGA in assessing the specific needs of each municipality. In addition, it will support the organization of workshops on good practices in inter-municipal co-operation.”

As part of the project, the Governance Section will inquire a local expert who will assess and identify the strategic, technological and financial needs of municipalities for efficient planning of inter-municipal cooperation. Within this scope the local expert will prepare the report with analyses and recommendation needs of each municipality for inter municipal cooperation. Furthermore as part of the same activity and in close cooperation with the MLGA, based on report findings the local expert will design, develop and deliver training and present the report findings in all 38 municipalities.

Objective

The objective of this expertise is provision of a comprehensive analytical assessment of the specific needs for inter-municipal cooperation that will serve as guide reference for future inter-municipal co-operation agreements.  

Tasks and Responsibilities  

The local expert shall perform the following tasks:

  • Research and identify the human, institutional, technological, and financial capacity needs for inter municipal cooperation in municipalities
  • Prepare the report with analyses and recommendation needs for inter municipal co-operation
  • Revision of the Methodology for Sustainable Local Development (IMC) in relation with: What are the benefits of inter municipal co-operation? How can we increase involvement and commitment of member municipalities? Which services should be organised by municipalities and which by a co-operation of municipalities? How can we recruit good staff and ensure they stay with us?
  • In consultation with the Ministry of Local Government Administration prepare recommendations for IMC
  • Prepare action steps for implementing the recommendations according to the needs of municipalities for inter municipal cooperation
  • Carry out any other tasks as assigned and agreed.

Deliverables

The expert will report to the National Programme Officer and work closely with other members of the MLGA team and municipalities. The expert shall submit the following deliverables:

  • A research on needs of municipalities for inter municipal co-operation (Due end of April 2019)
  • Report on inter-municipal co-operation needs (Due end of May 2019)
  • Revision of the Inter-municipal Co-operation Methodology for Sustainable Local development and recommendations (Due end of June 2019)
  • Action steps on implementation of the recommendations on inter-municipal co-operation needs (Due end July 2019)

Performance Indicators

  • Effective and efficient communication with the Governance Section team
  • The expert shall provide the necessary material including, the report, the recommendations and action points. Also, the expert will be compiling evaluation report based on participants’ feedback from the questionnaire and absorption of the knowledge on the topic
  • The Project manager will confirm the quality of deliverables submitted by consultant
  • Flexible on possible new instructions to be taken into consideration which may derive from the GS team through his/her assignment
  • Timely submission of all the deliverables and other products that are foreseen with this TORs.

  Necessary Qualifications: 

  • A Master’s degree (or equivalent) in public administration, degree in economy, management, policy making or related field
  • At least 5  years of professional experience in work related to local governance, issues regional development, with at least 5 years’ experience in local governance, analyses, planning and reporting;Experience in inter-municipal co-operation or regional development
  • Experience in preparing, designing, developing and delivering capacity building programmes for the public administration officials
  • Candidates should be able to balance independent work and self-management with a strong collaborative approach
  • Demonstrated professional experience with content management, reporting and analyses for local government issues
  • Proven teamwork and leadership skills, working with multi-disciplinary teams
  • Excellent skills in Albanian,  English and Serbian language
  • Excellent writing and communication skills, including facilitation, oral presentations, writing sections of papers, briefs, independent reports

Remuneration Package:  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
