Background

With 57 participating States the Organization for Security and Co-operation in Europe (OSCE) is the world's largest regional security organization.

The OSCE Programme Office in Astana (the Office) is looking for a professional, proactive and motivated National Legal Officer within its Human Dimension portfolio which covers the rule of law.

According to its mandate, the Office is entrusted with supporting Kazakhstan in implementing OSCE principles and commitments within the OSCE framework  of comprehensive approach to security. The Office provides assistance to the Government of Kazakhstan by building the capacity of national stakeholders and civil society. It facilitates information exchange between OSCE institutions and relevant state and civil society agencies on OSCE activities. The Office maintains contacts with national and local authorities, universities, research institutes, representatives of civil society and non-governmental organizations. It arranges OSCE regional, national and local events, including seminars, trainings, round table discussions, conferences and supports OSCE delegation visits. The Office also co-operates with the OSCE Institutions and executive structures (particularly the Secretariat, the Office for Democratic Institutions and Human Rights/ODIHR, and the Office of the High Commissioner on National Minorities/HCNM, Office of the Representative on Freedom of the Media/ROFOM), other OSCE field operations in Central Asia, interacts with diplomatic missions and international organizations.

In its Human Dimension portfolio the Office implements a wide range of activities in human rights, rule of law and freedom of the media in close co-operation with the authorities and civil society of Kazakhstan.

The incumbent will be based in Astana and, when necessary, travel and maintain working relations with partners in Almaty and other  regions.

Tasks and Responsibilities

Under the supervision of the Human Dimension Officer/Head of Human Dimension the incumbent performs the following functions:

  • Developing project concepts and drafting project proposals based upon the Office mandate and the host country’s priorities.
  • Preparing a plan for project implementation and overseeing all aspects of event preparation.
  • Overlooking developments in Kazakhstan’s and the region’s human’s rights sphere, assessing trends which might affect the OSCE current activities and providing regular updates to the Human Dimension Officer and, as requested, other international staff.
  • Drafting or contributing to and/or otherwise compiling notes, background papers, talking points, speeches, and other correspondence for the benefit of the Head of Mission, Deputy Head of Mission, Human Dimension Officer and the OSCE Secretariat and institutions;
  • Drafting internal reports, including daily, weekly, activity, monitoring and background reports, according to the OSCE rules and regulations;
  • Conducting research and preparing analytical reports and papers on important matters when requested;
  • Establishing and maintaining contacts with external stakeholders, in particular with legal community representatives, as well as with governmental institutions, political parties, think tanks, judiciary and civil society organizations in Kazakhstan;
  • Maintaining relationships with local and international NGOs, international organizations and other relevant international actors;
  • Preparing analyses and internal self-evaluation reports of his/her activities;
  • Performs other duties as required.

Necessary Qualifications

  • University degree in social sciences or law, international law, preferably with a specialization or vocational training in human rights and the rule of law.
  • Advanced educational/certified training course in a relevant field(s) desirable;
  • Minimum of 6 years of relevant professional experience;
  • Working experience with governmental agencies, legal communities, civil society organizations or international organizations is an advantage;
  • Project management experience and skills organizing meetings, conferences and seminars;
  • Computer literacy  with practical experience in MS Packages;
  • Excellent writing, drafting  and communication skills in English, and Russian languages; knowledge of the Kazakh language is preferred;
  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Remuneration Package

Monthly remuneration is EUR 2,072. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3, subject to specific conditions.
