Background    
     
   

In 2018, upon the request of the Prime Minister’s Office, the POiB supported the Kyrgyz Government in establishment the “Open Government Partnership” National Forum Secretariat (OGP Secretariat) and development of the National Action Plan (NAP).

In 2019 the POiB will continue supporting the OGP Secretariat to assist the OGP National Forum (Forum) in facilitating and co-ordinating of all activities within the OGP framework. Specifically, the OGP Secretariat will support the Forum in creating connections between the government, civil society and the private sector to support the implementation and monitoring of the NAP, raising public awareness of the OGP efforts in the country, and facilitating building competency and skills of the key actors – OGP National Forum, OGP Secretariat, Prime Minister’s Office and state bodies.

Since this is the country’s first OGP NAP, support and empowerment for the Kyrgyz Government in making progress towards achieving the OGP commitments, expert support, access to innovative ideas, peer learning and practical examples are very essential.  In this context, the POiB will provide expert support in improving the legal framework to implement the OGP reforms. Moreover, the POiB will support participation of the country in high-level global and regional events to showcase domestic achievements and learn from experiences of other OGP countries.

In order to support the Kyrgyz Government in establishing platforms to foster civil society engagement, specifically organization of regular open meetings, roundtables and conferences with civil society on the OGP reform in the country, one Consultant on the OGP NAP to the OGP Secretariat will be contracted by the POiB.

 

Objective

One Consultant on the OGP NAP will be hired for one month to the OGP Secretariat.

     
Tasks and Responsibilities    
     
   
  1. Assisting the OGP National Forum in conducting its regular meetings, public-private meetings, workshops,  seminars, roundtables, regional events and high-level conferences with state bodies, business sector and civil society;
  2. Gathering information on the NAP implementation progress and assisting the OGP National Forum in monitoring the NAP implementation;
  3. Holding regular communication with the OGP Support Unit on implementation of the OGP NAP;
  4. Assisting the OGP National Forum, state bodies and civil society in preparation of reports to the OGP support unit;
  5. Assessing and learning international experience on OGP.

Deliverables

  • The OGP National Forum meetings are conducted;
  • Capacity building workshops, meetings between the state bodies and civil society are conducted and conference are conducted;
  • Data on the status of the OGP NAP implemented are gathered and used in preparation of progress reports;
  • Coordination between the POiB, the OGP Support Unit, state focal point are facilitated;
  • Monthly report on activities of the OGP Secretariat prepared and submitted to the POiB and the OGP National Forum.

Necessary Qualifications    
     
   
  • Undergraduate degree or diploma in sociology or similar subject;
  • At least three years of experience in project management (work with international projects is preferable);
  • Experience of working with  governmental organizations;
  • Experience in data gathering and analysis;
  • Good analytical skills and experience in the development of reports and program documents;
  • Excellent skills in conducting communications (oral, written);
  • Knowledge of Russian, English and Kyrgyz is compulsory;

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
