Background

The Presence is implementing the extra-budgetary project “Establishment of a Master’s Programme in Criminology.”

The project aims at establishing a multi-disciplinary Master’s Programme on Criminology in Albania, thus improving research capacities of professionals, academics and policy-makers in the country to identify root causes of crime. It also aims at promoting an increased involvement of the community in crime prevention and rehabilitation of offenders through the programme. The project entails the development of the structure and curricula for the Master’s Programme on Criminology at the Law Faculty of the University of Tirana, building capacities and resources of the University of Tirana to deliver and manage the programme, and supporting the roll out of the first two-year master’s course. In addition, the project will support the establishment of a fellowship programme to support Ministry of Justice and Ministry of Internal Affairs in the fight against crime, as well as offer academic conferences, workshops and seminars to further deepen the knowledge related to drivers of crime and enhance capacities and skills towards better crime prevention.

For this purpose, the Presence will hire one International Expert to support and review the curricula development of the Master’s Programme in Criminology. The International Expert will revise each module as developed by curricula national experts.  In addition, the international expert will mentor the process of modules drafting and conduct a Needs Assessment on the capabilities and further development on the academic staff.

Objective

The Presence’s Rule of Law and Human Rights Department is looking for one International Expert to support and review the curricula development of the Master’s Programme in Criminology

 

Tasks/Responsibilities:

Under the guidance of the Project Manager, the expert will be expected to:

• Support and review the Master’s Programme curricula development;

• Keep regular contacts with the Senior Management of the Faculty of Law;

• Keep regular contact with the National Curricula Expert and National Field Experts;

• Conducts research on internationally known master’s programmes in Criminology;

• Mentor the process of modules drafting;

• Conduct a Needs Assessment on the capacities and further development on the academic staff of the Master’s Programme in Criminology;

• Instructs and assists the academic staff of the master programme, co-ordinates the content of lectures, to ensure complementarity between legal and social sciences and to avoid overlapping.

• Submits a draft curriculum on the course no later than 20 February 2019 as per the specifications below;

• Establishes a working relationship and exchanges information with the Steering and Policy Board of the Master’s Programme;

• Participates in the working group meetings on the development of the Master’s Programme in Criminology.

• The template of course curriculum as approved by the Ministry of Education should be used for drafting the curriculum.

• Following the comments/suggestions of the working group on drafting the curriculum, revises and submits the final version of the curricula no later than 28 February 2019.

 

Expected Outputs/Deliverables:

 A revised detailed curriculum for each module with the following features:

o 7 to 12 pages long, Times New Roman, single space,

o a short description of the course, including the objectives of the course,

o methodology to be used for the course, including a gender perspective both in terms of outreach to potential beneficiaries as well as in terms of teaching methodologies,

o a list of key concepts for the course,

o topics of each lecture/seminar,

o the modalities for assessing the students,

o mandatory and optional literature to be used on the basis of the approved syllabus,

o any other information/material needed for the course.

 

 A Needs Assessment on the capacities and further development on the academic staff with the following features:

o At least 8 pages long, Times New Roman, single space

o Methodology of the Needs Assessment

o Situational Analysis

o Findings and recommendations

 

Location

The expert will work from his/her offices. The expert might be required to travel once to Tirana, Albania.

 

Necessary Qualifications:

• Advanced university degree in Applied Criminology and/or Penology;

• At least 10 years of professional experience as an academic in the educational system or a practitioner;

• Professional experience in criminal justice and Rule of Law;

• Professional experience as a researcher;

• Very good knowledge of English including excellent communication and drafting skills.

 

Remuneration

The payment for this consultancy will be of 6,000 Euros, payable upon delivery of the revised final curriculum programme on criminology and the Needs assesment as specified above.
