Background    
     
    The OSCE Programme Office in  Dushanbe is looking for highly qualified, motivated and experienced candidate for the position of National Programme Officer, De-mining Programme.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the De-mining Officer the incumbent performs the following duties:

  1. In line with the strategic direction given by the supervisor provides support during the full project cycle management of all mine action activities within OSCE POiD under the Unified Budget, i.e. project identification; budget estimation, project development; project monitoring and project implementation and project evaluation;
  2. Oversees all relevant financial and administrative documents, coordination of work related to procurement of goods and services including contracts with implementing partners according to the OSCE requirements of rules and regulations;
  3. Provides reports, including periodical analytical reports, and briefings on situation and developments in Tajikistan relating to Mine Action, including thorough preparation of briefing materials for internal and external use, practical technical advice and guidance on the Mine Action issues to the OSCE POiD staff in Dushanbe;
  4. Represents the Unit, introduces and presents/defends the OSCE position on Programme activities. Liaisons with the national authorities in Tajikistan, international organizations and other stakeholders on the Mine Action issues, e.g. in-line ministries and agencies, donors, and NGOs; Participates in resource mobilization for building national capacity;
  5. Prepares plans of action to deal with nationalization of Programme and with improvement of operational efficiency in collaboration with the Commission on Implementation of International Humanitarian Law (CIIHL), Tajik National Mine Action Centre (TNMAC) and other stakeholders to identify and address policy and strategic issues facing Tajikistan in implementation of its commitments under the Ottawa Convention / the Humanitarian Disarmament Convention;
  6. Identifies areas where expertize is needed, identifies and provides the experts, organizes the seminars, training facilities, exchange Programme and even participates in classroom training to contribute to the national capacity building efforts on the operational level in accordance with the established proposals, policies and procedures and the OSCE core values.  The incumbent is expected to provide direct management capacity building assistance on humanitarian de-mining to the national IPs;
  7. Performs other duties as required.
     
Necessary Qualifications    
     
   
  • University education in international studies, political science, law, preferably with military background in Mine Action or/and other related fields;
  • At least 2 years’ of professional experience in Mine Action activities, project formulation and implementation of training of adults, preferably in an international environment. Knowledge of regional political history and developments;
  • Possession of the formal EOD/C-IED/Humanitarian demining/IMSMA/Land release courses is an advantage;
  • Experience and knowledge of Mine Action (preferably humanitarian demining, land release, non-technical and technical survey, quality management, etc.) with established analytical skills (ability to produce background reports, conduct independent research), communication skills (establish and maintain contact with governmental officials, NGOs), organizational skills;
  • Knowledge of the Tajik Government system and ability to co-operate closely with relevant Mine Action agencies (Commission of implementation international humanitarian law, Tajikistan National Mine Action Centre, NGO’s, and other relevant Mine Action stakeholders, etc.) is an advantage;
  • Computer literate with practical experience in Microsoft packages;
  • Excellent written and oral communication skills in English, Russian and local language;
  • Ability to frequent travel inside Tajikistan in order to monitor the Project implementation with presenting relevant reports;
  • Holding a valid driving license (ability to drive the car with manual transmission);
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
