The incumbent is assigned to the OSCE Programme Office in Bishkek / Economic and Environmental Dimension to provide administrative, secretarial and clerical assistance to the Head of Economic and Environmental Dimension (HEED) and the Economic and Environmental Dimension (EED). |
|
|
|
Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of HEED and the co-ordination from the EED staff, the incumbent performs the following duties:
- Maintains an electronic calendar of events of the HEED, makes arrangement for the HEED’s travels; Provides logistical and administrative support for EED travels, conducting events, conferences, round tables, etc. Maintains leave calendar of EED staff;
- Provides accurate interpretation when necessary for the HEED and other international staff members as requested to do so, during official meetings with local authority officials, local NGOs, community representatives and other parties as necessary; drafts correspondence, requests, meeting minutes, and maintains filing systems; translates upon request of newspaper articles, official reports and documents;
- Accompanies the HEED and relevant EED staff on regular field visits and participate fully in subsequent discussions and decision making follow up action as/if requested;
- Attends and contributes to briefings for visiting delegations to the OSCE office on matters relating to Economics, Environment and other important sectors pertinent to the organization’s mission;
- Creates PRs for HEED and other programmatic staff as applicable; fulfils activities related to project approval and grant allocation process (prepare proposal, PR, Project Agreement, providing FAU with full information about IP); provides information regarding procedures and requirements for other staff including new staff in the department;
- Assists in the monitoring of budget expenditure against proposed expenditure; assists in the monitoring of project progress towards project stated objectives; prepares financial reports on the projects;
- Is directly responsible for procurement related issues and procedures, ensuring that administrative follow-up and deadlines are met;
- Builds up and maintains the database on national and international contacts;
- Receives visitors and responds to routine requests for information;
- Performing any other administrative duties as requested by programmatic staff.

Necessary Qualifications |
|
|
|
|
|
|
|
- Completed secondary education complemented by training in secretarial and clerical skills;
- Minimum four years of work experience in secretarial/clerical duties preferably in an international environment;
- Excellent written and oral communication skills in English, Russian;
- Good knowledge of Kyrgyz language is an asset;
- Computer literate with practical experience in Microsoft applications;
- Established interpretation and translation skills.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 812.33 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
