General Minimum Requirements

Please note that this post is part of an OSCE extra-budgetary project; which currently has an end date of 31 December 2021.

 

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in human resources management, public administration, international relations, international law or other related field
  • Proven experience in adult education or in the design, development, management and implementation of training courses for staff development
  • Ability to write and edit training materials
  • Good presentation and communications skills
  • Sound computer skills to include MS Power Point
  • Familiarity with multimedia presentation equipment
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Prior work experience in border security and management related fields such as international border practices and procedures, international customs practices and procedures, law enforcement, military observation;
  • Understanding of the OSCE Border Security and Management Concept;
  • Prior work experience in an educational field at national, regional and/or international level in either educational planning and administration; public education; teacher training; curriculum review, update and harmonization; development of lessons/teaching plans; or, delivery of training;
  • Management and leadership qualities including the ability to establish and maintain effective working relationships with people of different national, cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity;
  • Experience in results-based project management;
  • Flexibility and ability to work under pressure and tight deadlines;
  • Ability to operate Windows applications, including word processing and email;
  • Professional fluency in English.

Desirable:

  • Service in a national training institute that engages in instruction for border-related issues;
  • Knowledge of the OSCE principles and commitments;
  • Experience in cooperative initiatives in partnership with international organizations, non-governmental organizations or private implementing partners;
  • Working knowledge of Russian or Tajik or Dari languages would be an asset.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Director of the Border Management Staff College (BMSC), the selected candidate will be responsible for:

 

1. Co-ordinating, planning, designing, delivering and facilitating the one year Border Security and Management for Senior Leadership Course (BSMSL) and the one month Border Management Staff Course, both in line with their approved curriculum. As part of the one year BSMSL Course:

 

  • Conducting the selection and admission of students to the College;
  • Co-ordinating the preparation of orientation packages for students;
  • Delivering learning sessions during Courses;
  • Co-ordinating the update and delivery of e-learning modules and classroom studies;
  • Acting as a leading expert for one of the BSMSL modules;
  • Acting as an academic advisor for BSMSL course work as well as for at least five BSMSL participants;
  • Serving as a member of the defence panels related to the course work of the BSMSL and Staff Courses;
  • Conducting course evaluations, learning assessments, as well as other quality control and performance measurement activities for both students and course delivery;
  • Planning, organizing, co-ordinating, and conducting field study visits outside Tajikistan;
  • Liaising with the OSCE BMSC Academic Advisory Board (AAB) and partner organizations to identify guest instructors;
  • Hiring visiting instructors and consultants to deliver BSMSL and Staff Courses;
  • In co-operation with the National Project Officer, identifying all administrative, logistical, and financial, support services (including translation) needed to conduct the BSMSL and Staff Courses;

2. Ensuring monitoring and evaluation of BSMSL and Staff Courses, as well as other complementary BMSC activities, including their mid-term outcomes;

3. Co-ordinating an annual review of BSMSL and Staff Course curricula, in co-operation with the Border Security and Management Unit of the OSCE Secretariats Transnational Threats Department and in liaison with the AAB and partner organizations;

4. Serving as a member of the AAB;

5. Representing BMSC and establishing strong ties with relevant international organizations and training institutions within the framework of existing and new international training programmes on border security and management-related issues;

6. Contributing to the BMSC catalogue of events, announcements and other promotional materials;

7. Directly supervising the locally-recruited  BMSC language and administrative assistants;

8. Deputizing for the Director, BMSC in her/his absence;

9. Performing other duties as assigned by the Head of Mission or the Director, BMSC.
