Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization's internal control framework, and enhances performance and the efficiency and effectiveness of operations.

 

The Investigation Section of OIO independently assesses and, as appropriate, investigates indications/allegations of potential misconduct, malfeasance, waste of resources, or other violations of the OSCE's Regulatory Framework. As a result, OIO prepares reports on such situations for the attention of the OSCE Secretary General and relevant Heads of Missions/Institutions which may be used as a basis for evidence-based accountability mechanisms. In an appraisal and advisory capacity, the investigation section of OIO also participates in the protection of the OSCE against fraud through recommendations aimed at strengthening prevention, detection and deterrence at all levels in the Organization.

Tasks and Responsibilities    
     
   

Under the general supervision of the Director of Internal Oversight, the Senior Investigator will be responsible for investigations of cases of alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority or other violations of the Organization's Common Regulatory Management Framework. More specifically, she/he will be tasked with:

 

  1. In accordance with established investigative practices, policies and procedures, planning, organizing, conducting and/or managing investigations of cases of alleged fraudulent and other financial misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, or other violations of the Common Regulatory Management System (CRMS) including into harassment, sexual harassment, discrimination and retaliation;
  2. Leading and co-ordinating teams of OIO staff members or other OSCE officials or consultants undertaking investigations in the respective duty station and/or in the field;
  3. Interviewing witnesses and subjects, taking statements, obtaining and reviewing pertinent documentation; analysing facts, determining findings, and preparing evidence for disciplinary bodies; formulating recommended corrective measures and tracking their implementation;
  4. Drafting and finalizing reports and other communications relating to investigations;
  5. Supporting other OSCE Executive Structures in commissioning and/or undertaking remote/local investigations;
  6. Conducting fraud risk assessments, monitoring the potential within programme areas and other activities and systems for fraud and other violations, and making recommendations for actions to address these risks in accordance with the Internal Oversight Plan; tracking implementation of agreed actions to address risks/exposures identified; 
  7. Representing the OIO in working groups and other fora to help strengthen the OSCE’s response to the risk of fraud and other abuse; 
  8. Leading and delivering staff trainings in investigation practices, policies and procedures, and ethical conduct; 
  9. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Second-level university degree in auditing, accounting, criminology, law or related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Certification in internal auditing or accounting (e.g. CPA, CA, CIA) or as a Certified Fraud Examiner (CFE) is desirable;
  • A minimum of eight years of progressively responsible experience in investigatory and/or fraud risk analysis work, including supervisory functions; at least two years of this experience at the international level; experience with conducting investigations into serious fraud and corruption matters and professional working environment violations is highly desirable;
  • Thorough knowledge of and effective skills in investigative techniques, case preparation and reporting; solid research, analytical and problem-solving skills including the ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments;
  • Demonstrated computer proficiency and the ability to use relevant software and other applications involved in criminal and administrative investigations, such as word processing, graphics software, spreadsheets and other statistical applications, internet, etc.; familiarity with and experience in the use of various research methodologies and sources, including electronic sources on the internet and other databases; experience in using data-mining solutions is desirable;
  • Excellent knowledge of English is essential, including well-developed drafting and presentation skills; working knowledge of other OSCE languages, especially Russian, would be an asset;
  • Strong interpersonal skills and an ability to work with people of different national, religious and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, ethical awareness and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7,414, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
