Tasks and Responsibilities:

Under the direct supervision of the Chief of Public Participation Section in the OSCE Democratization Department, the incumbent performs the following functions in the Department’s work with youth, civil society, women, and/or non-majority community participation as a component of democratic governance: 

  1. Develops and implements projects within the Section, taking overall responsibility for those project activities assigned to him/her by the Chief of Section and ensures that the project activities are successfully implemented in accordance with project objectives throughout the project cycle, including meeting interlocutors, designing action plans, budgets, implementation plans and final report and evaluation;
  2. Provides expert advice to further capacity building of youth, women, civil society, and/or non-majority community;
  3. Establishes and maintains regular contacts with youth action councils and women caucuses as well as with other relevant interlocutors involved in the public participation of youth, women, civil society and/or non-majority community, as well as with both local and International organizations involved in this field. Supports the interaction of youth, women, civil society, and/or non majority community with interlocutors working in the field of public participation development, by advising on social, political, financial, programmatic and organizational matters;
  4. Reports and drafts recommendations to the OSCE Mission on its policy towards youth, women, civil society and/or non-majority community, with specific focus on mechanisms to strengthen the public participation of these groups.
  5. Assists the Chief of Section in identification of capacity-building needs, developing and implementing projects to improve compliance with principles of good governance (participation and inclusiveness) and proposes activities related to the functioning of Youth and Women caucuses and councils in line with the Section’s annual planning;
  6. Performs research and compiles background material on major departmental topics and assists in the organization of meetings (identifies participants and provides logistics support) involving youth, women, civil society, and/or non-majority community and members of international organizations to discuss policy and practical issues related to public participation; writes summaries and reports on the topics discussed;
  7. Advises the Chief of Section on ongoing developments related to youth, women, civil society and/or non-majority community; and drafts memos, emails, submissions for weekly reports related to these developments;
  8. Performs other duties as required.

  Necessary Qualifications:

  • University degree, in law, development, International Cooperation, social or political science
  • Minimum two years working experience with inter-governmental or civil society organizations in the field of public participation of either youth, women, civil society or non-majority community.
  • Established skills in drafting, designing and implementing youth/women/civil society support projects.
  • Computer literate with practical experience with Microsoft packages.
  • Excellent written and oral communication skills in English, and local languages
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Holding a valid driving license

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,565.33 EUR/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
