Please note that this is a temporary assignment for the duration of 3 months with the start date as soon as possible.

 

With 57 participating States in North America, Europe, and Asia, the OSCE - the Organization for Security and Co-operation in Europe - is the world's largest regional security organization. We work for stability, peace, and democracy for more than a billion people.

 

The Department of Human Resources is responsible for personnel policies, mission staffing and training. The Personnel Section, as part of the Department of Human Resources, is responsible for the planning, administering and control of human resource management programmes at the OSCE, such as entitlements and benefits, job classification, performance appraisals, social security packages and implementation of the Staff Regulations and Rules and development of staff/management relations.

     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Chief, Payroll and HR ERP Systems, the incumbent will be responsible for:

 

  1. Reviewing and ensuring correctness of overtime and daily staff attendance records in accordance with the current regulatory framework;
  2. Reviewing, checking and entering payroll deductions into the HR Oracle module in relation to private telephone calls, local property survey board and coffee deductions;
  3. Ensuring that labour distribution forms are submitted and daily staff salary elements are end dated properly
  4. Preparing interpreters and translators payroll entries and maintaining payroll files;
  5. Raising invoices for payment of salary related benefits such as education allowance, medical evacuation premiums, removal of household items and ensuring that the respective elements are entered into the HR Oracle module;]Issuing invoices for salary advances;
  6. Preparing the monthly payroll clearing accounts reconciliation for the Secretariat on the basis of financial and payroll reports and following up on outstanding balances on the payroll clearing accounts;
  7. Replacing other Payroll Assistants during peak periods and their absences and performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education; specialized training in the field of finance/accounting is an asset;
  • A minimum of three years relevant working experience in a field related to the work;
  • Professional fluency in English; working knowledge of German; knowledge of other OSCE working languages would be an asset;
  • Knowledge of the Organization’s administrative and financial regulations;
  • Ability to work under time pressure and in a deadline-driven environment;
  • Attention to detail and accuracy;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Good knowledge of computer applications (word processing, database, spreadsheets); practical experience with Oracle or another ERP system would be an asset.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,280 a month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that temporary appointments are made at step 1 of the applicable OSCE salary scale.
