With 57 participating States in North America, Europe, and Asia, the OSCE - the Organization for Security and Cooperation in Europe - is the world's largest regional security organization. Based at four Institutions and 16 field operations throughout the OSCE area, our work addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.
The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.
The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). The ATU is a focal point, information resource and implementation partner for OSCE counter-terrorism activities, following decisions of participating States taken at Permanent Council and Ministerial Council meetings, such as PC Decision No. 1063, OSCE Consolidated Framework for the Fight against Terrorism.

Tasks and Responsibilities |

|
Under the overall supervision of the Head of the ATU, the incumbent is responsible for the day-to-day activities of the ATU and manages the team of the Unit. She/he co-ordinates the work of the Unit ensuring appropriate response in line with the appropriate mandates. The incumbent provides advice in the development, implementation, co-ordination and monitoring of strategic TNTD/ATU counter-terrorism policies.
The Deputy Head deals with specific policy and managerial issues, as identified, and co-ordinates counter-terrorism related activities within OSCE bodies, Institutions and field operations, as well as with other international organizations. More specifically, the incumbent will follow political and other developments in the area of counter-terrorism, proposing policy direction and concrete programmatic activities as well as the possible expansion of existing activities that contribute to combating terrorism;
- Drafting policy statements for submission to other institutions and structures within the OSCE, as well as outside of the OSCE, in order to identify good practices and lessons learned;
- Co-ordinating the work plans of the Unit; developing the budgetary and programme implementation processes and tasking team members with the preparation of project and budget proposals; monitoring results based implementation;
- Managing the day-to-day activities of the Unit and monitoring the tasks of other staff members towards achieving the results expected;
- Acting as hiring manager in the recruitment of staff, project staff, temporary staff and consultants for the Unit, evaluating staff performance and dealing with any related issues;
- Providing recommendations as requested by the Co-ordinator of Activities to Address Transnational Threats, the Secretary General or the Chairperson-in-Office on political or administrative issues related to the countering of terrorism by the OSCE;
- Acting as primary point of contact for interaction on anti-terrorism issues with the Chair of the Security Committee, and overseeing the preparation of the Unit's input for the Security Committee Activity Report, as well as other reports, as requested;
- Editing and approving outgoing draft documents and correspondence; assessing and evaluating the outcome of action proposed by other staff members; reviewing project proposals and determining follow-up action;
- Representing the Unit, in the absence of, or as delegated by the Head of the Unit, at political or administrative meetings within the OSCE or at other international organizations; briefing participants in such meetings on OSCE counter-terrorism activities and future plans;
- Performing other related duties as required.

Necessary Qualifications |
|

|
- Second-level university degree in international and/or political affairs, security studies or a closely related field, such as diplomatic affairs, international law. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
- Minimum of eight years of progressively responsible and relevant professional experience in security and/or political affairs, some of it preferably in an international setting; demonstrated experience at supervisory/management level;
- Professional fluency in English, with excellent written and oral communication skills. Knowledge of other OSCE languages is desirable.
- Experience in diplomatic affairs and/or policy formulation is highly desirable. Practical experience in working for or co-ordination with UN-system organizations would be a distinct asset;
- Expertise in security and military affairs across three levels. Experience in counter-terrorism issues or the four OSCE strategic areas (policing, trafficking, financing, border management) would be desirable;
- Ability to identify strategic issues, opportunities and risks as well as anticipate emerging needs with respect to any forthcoming Ministerial or Permanent Council Decisions taken on the relevant documents on OSCE Action to Counter Terrorism and to propose solutions and align activities and projects accordingly;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability to identify strategic issues, opportunities and to set priorities;
- Demonstrated ability to foresee risks, anticipate conflicts and propose solutions;
- Computer literate with practical experience in Microsoft packages.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration is approximately EUR 7,418, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
