Background    
     
   

With 57 participating States in North America, Europe, and Asia, the OSCE – the Organization for Security and Cooperation in Europe – is the world's largest regional security organization. We work for stability, peace, and democracy for more than a billion people.

 

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of trafficking in human beings (THB) across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

 

     
Tasks and Responsibilities    
     
   

Under the overall leadership of the Special Representative and the immediate supervision of the Deputy Co-ordinator, and in co-operation with the other advisors, the incumbent will provide assistance in all aspects of programme and training development and management. The incumbent will be responsible for assisting the OSR/CTHB and the OSCE Field Operations in planning, designing, implementing, evaluating and promoting OSCE CTHB programmes, projects, training courses, workshops and other activities. More specifically, the incumbent will be responsible for programme management as well as the development and implementation of the capacity building and targeted Extra-Budgetary (ExB) projects including strategic planning, supervision, communication, monitoring and reporting. The selected candidate will be tasked with:

 

  1. Assisting the Office in strategic planning in order to ensure that the SR’s mandate and priorities are translated into concrete objectives and outcomes, which can be conveyed in yearly outputs in the budget and workplan and reflected in the annual report;
  2. Participating in the design of programmes/projects and management of CTHB related activities appropriately supporting the mandate of the SR, and providing for their implementation throughout the complete programme management cycle;
  3. Assessing the potential of proposed targeted ExB projects, for which donors would be sought and matched; making recommendations on the design of strategically focussed initiatives/activities in response to specific needs and priorities, especially as a follow up to high level visits by the SR;
  4. Taking the lead with respect to monitoring the expenditures of unified budget and extra-budgetary contributions to the Office;  submitting budget proposals and preparing financial reports;  introducing and developing methods for internal assessment, monitoring and/or evaluation of projects and activities to better assess impact and results;
  5. Maintaining a record of OSCE CTHB project and activity history and trends over time as well as a track record of THB capacity building activities in the field and THB agenda of trainings delivered; 
  6. Co-ordinating with and supporting  the OSCE Field Operations and other OSCE units, at their request, in the promotion, planning and development of OSCE CTHB programmes and activities, including those related to the capacity building on CTHB for practitioners in the OSCE region with a view to identifying gaps and avoiding duplication;
  7. Developing and maintaining regular contacts at the expert level with  counterparts in the OSCE delegations, as well as with relevant partners of the governmental authorities and NGOs of the OSCE participating States;
  8. In co-operation with the relevant structures within the OSCE and especially the other CTHB advisors and the Field Operations, developing best practices and lessons learned on OSCE CTHB programme, project and activity management, making recommendations for training;
  9. Developing, integrating and overseeing an OSCE/CTHB training strategy to enhance the Office's ability to provide technical assistance and conduct capacity building training, including a specific module on criminal justice;
  10. Preparing papers, speaking points and other documents as required for the SR, the Secretary General, the Chairman-in-Office, and others;
  11. Supervising the Associate Officer on CTHB, ExB project staff and experts, training consultants, as well as upon occasion, interns;
  12. Performing other related duties, such as conducting General Orientation training on CTHB, as required.

Necessary Qualifications    
     
   
  • First-level university degree in international relations, international development, human rights law, social or political sciences; second-level degree would be an asset;
  • A minimum of six years of progressively responsible relevant professional experience with an international organization, NGO or government agency on CTHB or in closely related fields;
  • Practical (field) experience in training, programme assessment, planning, design, implementation, management, monitoring and evaluation, including at least three years at the international level, or alternatively at least three years of employment experience in a full-time anti-trafficking position;
  • Demonstrated experience in budget and programme administration and human resource and financial regulations;
  • Demonstrated experience in design and implementation of training materials, including the development of manuals, tools, and conducting capacity building activities;
  • Professional fluency in English, both written and oral with excellent communication skills, experience in networking and managing a high number of contacts;  Knowledge of other OSCE official languages is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated organizational, analytical and administrative skills, as well as resourcefulness, initiative, maturity of judgement and team spirit;
  • Computer literate with practical experience in Microsoft applications;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,140, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are nomally made at step 1 of the applicable OSCE salary scale.
