The OSCE Mission to Skopje (OMSk) is implementing the Extra Budgetary (ExB) Project “Reduction of the Risk for Proliferation of Weapons and Ammunition in the Former Yugoslav Republic of Macedonia”. The project aims to assist the Host Country (HC) to implement international commitments and contribute to security and stability in the region with increasing the security of the existing Stockpiles of Conventional Ammunition (SCA) of Small Arms and Light Weapons (SALW), managed by the Ministry of Internal Affairs (MoIA). |

| Tasks and Responsibilities | ||
|
Under the guidance of the Project Coordinator, in cooperation with the members of the Project Implementation Team (PIT) and the established Working Group (WG), the incumbent carries out a range of tasks related to the project‘s implementation with regards to the development of the training manual on the safe storage of SALW/SCA at the MoIA based on the SOP. More specifically, the Consultant will: 1. Develop a training manual, which shall enlist the outcomes of the training, the gained knowledge and skills, the learning methods and the grading. In addition, the manual shall provide guidance (a) to the trainers on how to deliver training course and (b) to the police officers how to use the physical and Information and Communication Technology (ICT) security tools in a standardized and unified way, by detailing the proper use of implemented security measures, safe storage, personal responsibilities, weapon hand-overs, inventory and weapon safety systems; 2. Present the draft manual to the WG members for their review and comments. Based on the discussions and recommendations of the WG, the incumbent will be required to incorporate the comments and elaborate the final material after the WG meetings, within the necessary timeframe; 3. Provide proposals for the work plan (agenda), discussion points and the recommended methodology of the WG meetings; 4. Inform the Project Coordinator about emerging circumstances which can have negative impact on the final result. |

| Remuneration Package | ||
|
For the services provided, the National Consultant will be remunerated at the rate of 100 EUR per diem. The period of engagement is from 01 March 2019 to 31 May 2019. The total engagement will be 20 working days (14 days home based and 6 days office based), with the following distribution per months:
Payment will be done in one instalment, after successful competition of the activities presented in the Tasks and Responsibilities. |
