OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

Duties and Responsibilities:

The incumbent is assigned to the Fund Administration Unit and works under the direct supervision of the Chief of Fund Administration (CFA) and in coordination with Senior Human Resources Assistant.  More specifically he/she will be tasked with:

  • Acting as Travel Focal Point for the Mission; informing mission members (MMs) about OSCE Travel rules, regulations and instructions;
  • Providing guidance in filling out Official Travel Authorization (OTA) and Travel Claim (TC) forms to the OSCE MMs;
  • Providing travel arrangements to MMs including airline tickets, hotel booking, other means of transportation and creating Purchase Orders (POs) for air tickets and for experts when necessary in the Oracle system;
  • Responsible for visa arrangements for MMs travelling on official business;
  • Acting as backup for Senior Human Resources Assistant during leave period; assisting Senior HR Assistant in interpretation of staff rules and regulations and in processing of entitlements into Oracle system;
  • Performing other duties as assigned.

Required Qualifications:

  • Secondary education supplemented by secretarial, commercial or other relevant studies;
  • At least 3 years of clerical or administrative support experience; previous experience as travel clerk;
  • Computer literate with practical experience of Microsoft software packages;
  • Excellent oral and written communication skills in English, Romanian and Russian languages;
  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds;
  • Resident of the Republic of Moldova;

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 539.91. OSCE salaries are exempt from taxation in Moldova. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
