Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Office of the OSCE High Commissioner on National Minorities (HCNM) must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States.

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Senior Adviser/Head of Section dealing primarily with Central and South Eastern Europe, the Senior Legal Adviser will be performing the following duties:

  • Providing legal advice on national minority and other issues with respect to situations assigned to him/her;
  • Monitoring and analysing public policy, legislation and state practice affecting human rights and national minority issues;
  • Monitoring political, social and legal developments, and preparing comprehensive analyses, notes and reports;
  • Representing HCNM at seminars, conferences and meetings concerned with legal issues affecting national minorities;
  • Establishing and maintain contacts, as necessary, with international organizations on national minority issues affecting OSCE programmes with a particular emphasis on legal issues;
  • Accompanying the High Commissioner on country visits and preparing position papers for the High Commissioner on legal and national minority issues;
  • Performing other related duties as required.

Necessary Qualifications
  1. Second-level university degree in international law, comparative law and politics, or related field with specialization in the international protection of human rights, in particular minority rights;
  2. Minimum of eight years of progressively responsible professional experience dealing with minority issues and human rights, international relations, public administration or other related field, including three years at the international level; experience dealing with minority issues and human rights in a field mission is an advantage;
  3. Excellent analytical and drafting skills;
  4. Professional fluency in the English langauge; working knowledge of another OSCE official language relevant to the Central and South Eastern Europe region is an asset;
  5. Computer literacy, including word processing, spreadsheets, e-mail and Internet;
  6. Ability and willingness to work as a member of a multinational team, with people of different opinions and gender, cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity.
