Background    
     
   

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities. This seconded position is a short-term assignment for a period of up to five months 29 days.

 

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

 

The Office of the Secretary General (OSG) supports the Secretary General in implementing all aspects of his mandate by facilitating processes and supporting the Secretariat, as well as other executive structures and delegations. This includes diplomatic liaison, press and public information, legal services, internal auditing, gender issues and contacts with international and nongovernmental organizations and with the OSCE Partners for Co-operation. Within the OSG, Executive Management serves as the Secretary General’s personal staff, assisting him with both policy and administrative co-ordination.  OSG includes a Policy Team and a Co-ordination Team, both of which are responsible to the Director of OSG (D/OSG).

 

The Executive Officer will be a member of the OSG Co-ordination Team.  The Co-ordination Team, which is managed by the Senior Co-ordination Adviser, supports the SG by preparing files for meetings and official visits, providing support during meetings and trips and conducting follow up activities; participating in the Secretariat meetings preparation, participation and follow up; providing support to the SG and D/OSG on management issues.

 

The Co-ordination Team coordinates and follows up on the implementation of special projects for the Secretary General. 

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Senior Co-ordination Adviser, the selected candidate will be assigned responsibilities which include, but are not limited to, the following:

 

  1. Preparing files for meetings and official visits, providing support during meetings and trips and conducting follow up activities, more specifically:

 

  • Clarifying co-ordination requirements with the SG, D/OSG and the Chairmanship;
  • Liaising with and tasking lead departments and other department to clarify what input is required with respect to any planned meetings/visits, compiling input received and ensuring quality control;
  • Providing feedback to departments on documents/materials provided and any follow-up activities;
  • Ensuring timely delivery of input and background information/material to the SG and the D/OSG;
  • Identifying  persons to act as note-takers / or performing note-taking tasks during meetings/events; sharing meeting reports (readouts) ;
  • Accompanying the SG on trips and meetings when requested;
  • Ensuring follow up on action points.

2.  Preparing, contributing to and following up on internal meetings, more specifically:

 

  • Representing the Executive Management at internal meetings at the Secretariat and keeping the SG, D/OSG abreast of important issues;
  • Co-ordinating the Secretariat’s inputs to the agenda of bilateral meetings with the Chairmanship and the Troika, providing relevant information to the SG and OSG participants, ensuring note-taking and follow up.

 

3.  Supporting management

 

  • Advising the Secretary General on administrative  issues, including exception requests submitted by the Departments of Management and Finance, and Human Resources;
  • Reviewing budget cycle documents and contributing to quality control;
  • Ensuring follow up on auditor recommendations;
  • Supporting the Chairmanship on administrative matters, co-ordinating meeting and agenda items, and taking follow-up action as required;
  • Performing other relevant duties as assigned.
     
Necessary Qualifications    
     
   
  • First-level university degree in international relations, political science, administration, regional studies or another relevant field;
  • A minimum of six years of progressively responsible professional experience in international relations’ work at the national and/or international level;
  • Proven analytical skills and the ability to draw conclusions and make recommendations based on a solid understanding of relevant issues at a strategic level;
  • Well-developed diplomatic skills and sound political judgment, with the ability to maintain neutrality in political analysis;
  • Professional fluency in English and demonstrated ability to communicate clearly and effectively both orally and in writing; working knowledge of another OSCE language, including Italian, Russian and French would be an asset;
  • Excellent drafting skills; prior experience drafting policy-oriented speeches and talking points would be a major asset;
  • Excellent knowledge of the OSCE and its areas of activity;
  • Co-operative approach to teamwork  as well as the ability to work independently;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Strong interpersonal skills and demonstrated ability and willingness to work as a member of a team and with colleagues throughout the OSCE with different cultural, religious and professional backgrounds as well as different genders, diverse political views and approaches to problems, while maintaining impartiality and objectivity.
