Police administrative courses in relevant field and specialized subject area

| Mission Specific Requirements |
|
Additionally, this particular post has specific requirements:
Mandatory:
- At least 3 years experience with a national or international organisation on police reform issues including human resources management and development systems;
- Working experience at mid-management level within national institutions and/or international organizations;
- Experience in project management, planning and evaluation including the organization of police training courses;
- Professional fluency in English;
- Demonstrated analytical skills as well as maturity of judgement;
- Knowledge of communication techniques and integration of system communication;
- Knowledge of international policing standards and human rights conventions associated with anti-organised crime, terrorism, human trafficking and other cross border crimes;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Ability to operate windows applications, including word processing and e-mail.
Desirable:
- Knowledge of the historical and current political situation of the Mission Area;
- Previous field experience of similar function in an international environment in areas of management of training and organized crime issues.

| Tasks and Responsibilities |
|
Under the guidance of the Head of Public Safety and Community Outreach Department and direct supervision of the Chief of Police Development Unit (PDU), the incumbent will be responsible for:
- Acting as focal point on police reform issues including human resources management, effective law implementation, border security/management and fight against organized crime with national and international authorities;
- Providing advice and technical assistance to the Host Countrys Ministry of Internal Affairs on police reform issues within Missions Mandate, Performance-Based Programme Budget (PBPB) and other official agreements;
- Providing advice and guidance to the Chief of the PDU on strategies related to police reform and other police related activities;
- Preparing, implementing and evaluating activities in line with Performance-Based Programme Budget (PBPB), Missions Mandate and other official agreements with Host Country (HC);
- Carrying out continuous assessments and analytical reports within respective field of work, informing timely the Chief of PDU;
- Monitoring the border security and management situation in the HC on police related issues considering organised crime issues and the co-operation with neighbouring states and within the framework of the Missions mandate;
- Assisting the Ministry of Interior officials in analyzing training needs, development, implementation and evaluation of police training strategies in line with Mission's mandate and its available resources;
- Providing recommendations to the Ministry of Interior officials in developing, managing and evaluating police training projects related to policing including fight against terrorism and/or fight against organized crime;
- Acting as first and second level supervisor to a total of 11 mission members, five internationals and six nationals, ensuring effective workflow in compliance with the OSCE Staff Rules, Regulations and other Mission Instructions;
- Supporting the overall implementation of the Mission and Department/Units activities;
- Ensuring proper co-ordination of activities with other international stakeholders, responsible for police reform, border management and fight against organized crime issues in order to complement efforts and increase cost effectives;
- Undertaking duties of the Chief of PDU whenever necessary;
- Performing other related work duties as required.
