Background
A transitory re-evaluation of judges and prosecutors is being carried out in Albania by the Independent Qualification Commission, the Special College of Appeals and by two Public Commissioners (“the vetting bodies”), overseen by international observers (“IMO”). These bodies were established in 2017. Under its 2018 UB Project “Support to Justice Reform and Legislative Processes in Albania”, the Presence assists the vetting bodies to plan for a sustainable and efficient electronic case management system. In this respect, building on its experience with a similar system (for the High Justice Inspectorate), the Presence envisages to help the vetting bodies with a business analysis which determines all technical and financial requirements for a sustainable and efficient electronic case management system. The system will enable administration of their cases and related workflow so that efficiency and impartiality of allocation of cases as well as transparency of proceedings is ensured.
Objective:
The Presence is looking for an international IT expert who, making use of the Presence’s invested case management systems for justice institutions, prepares a business analysis consisting of all technical and financial requirements for developing a sustainable and efficient electronic case management system for the vetting bodies. The work of the expert will be divided into two phases: information gathering performed on-site in the vetting bodies’ premises in Tirana and report drafting (home based).
Tasks and responsibilities:
Based on what mentioned above, the Presence will hire an international IT expert responsible to prepare a business analysis for the development of an electronic case management system for the vetting bodies. More specifically, under the guidance of the Presence’s National Legal Officer and project manager, the expert will be expected to:
• Phase 1: Gather information from an on-site visit of 5 (five) days to Tirana through meetings with related stakeholders such as IT personnel and commissioners from the vetting bodies, as well from the team of IMO, based on a predefined agenda by the Presence.
• Phase 2: Analyze the information gathered through the on-site visit and draft (home based) a business analysis report. The report will also include:
o The vision / expectations of the system from a business point of view. Identification of areas of growth and/or extensions of the similar system invested by the Presence in the past;
o Assumptions, constraints and risks of the new system;
o Scope of the system;
o Identification of the actors, description of the roles and responsibilities of each of the actors and workflow;
o Description of business processes, BPMN diagrams, description of business rules (constraints) applicable to the data and/or, the functions and/or, state and events;
o Sample forms/templates used by the bodies (if applicable);
o Functional requirements of the system;
o Non-functional requirements, including:
a. The number of users, the number of concurrent users
b. Database sizing
c. Usability
d. Scalability
e. Audit trails (tracking and tracing of changes made to the data stored in the system)
f. Security
• Phase 2: Submit to the Presence’s point of contact the business analysis report for comments;
• Phase 2: Incorporate the Presence’s comments to the business analysis report and re-submit the report to the Presence.
Expected Output/Deliverable:
• Business analysis report of at least 30 (thirty) pages, containing all requirements mentioned under the Task and Responsibilities Section, to be submitted to the Presence point of contact by 19 November 2018
• Business analysis report of at least 30 (thirty) pages, containing all requirements mentioned under the Task and Responsibilities Section, with addressed comments from the Presence, to be submitted to the Presence point of contact by 23 November 2018
Necessary Qualifications:
• University degree in Public Administration, Business Administration and / or IT-management
• A minimum of 10 years of working experience
• A minimum of 6 years’ experience with business analysis and design of IT systems for public institutions
• Proficiency with Business Process Model and Notation (BPMN)
• Experience with software development
• Experience working with or developing electronic case management systems of state institutions, preferably in courts or prosecution offices.
• Previous experience of working in the framework of similar projects and in Albania would be a distinct advantage.
• Excellent knowledge of English including excellent communication and drafting skills; knowledge of Albanian would be an asset
Remuneration
The payment for the above described consultancy will be paid in two instalments as follows:
- First instalment of 40% of the total payment will be paid upon submission and acceptance of Deliverable no 1.
- Second instalment of 60 % of the total payment will be paid upon submission and acceptance of Deliverable no 2.
