Background
Since 2013, the OSCE Mission to Bosnia and Herzegovina (the Mission) has been engaged in combatting hate/bias-motivated incidents and crimes in Bosnia and Herzegovina (BiH) through support provided to the Coalitions against Hate (CaHs). The CaHs are informal associations established with support from the Mission in the period of 2013-2017 to assist BiH citizens, as the ultimate stakeholders, in: a) preventing hate and bias-motivated incidents and crimes; b) providing a response to hate and bias-motivated incidents and crimes, when such take place; and c) developing and promoting mutual understanding, respect and social cohesion in local communities as alternatives to hate. Currently, there are 31 active CaHs across BiH (gathering around 280 civil society organisations (CSOs), prominent individuals from the respective local communities, media representatives, religious community representatives/leaders, and youth representatives/leaders), namely: Banja Luka, Bijeljina, Bileća, Bratunac, Brcko, Capljina, Doboj, Drvar, Foca, Gornji Vakuf/Uskoplje, Gradacac, Jajce, Konjic, Livno, Mostar, Nevesinje, Novo Sarajevo, Prijedor, Prozor, Sanski Most, Srebrenica, Stolac, TeoCak, Trebinje, Tuzla, Velika Kladusa, Visegrad, Vitez, Zavidovici, Zenica, Zvornik. The Mission has supported the CaHs as part of the projects of the Human Dimension Department (HDD) (implemented by the Rule of Law, RoLS, and Democratic Governance Sections, DGS). The overall HDD objective, and subsequently also of DGS as its integral part, aims at promoting stability and reconciliation in BiH by developing systems of governance, justice and education that uphold human rights and the rule of law. This support is also aligned with the mandate of the Mission, which, in accordance with the 1995 General Framework Agreement for Peace in BiH (also referred to as the Dayton Peace Agreement), is one of the bodies responsible for helping to secure lasting peace in BiH, by building a stable, secure, and democratic state.

Presently, the Mission is interested in assessing the impact of its engagement in the area of social cohesion in the period of 2013-2018 and developing a strategy for supporting the sustainability of CaHs (hereinafter “sustainability strategy”). The primary reason to engage in an external evaluation is that after 5 years of Mission engagement in supporting the CaHs the Mission seeks an independent, external view of the intervention that would provide analysis of achievements and lessons learned, and offer independent recommendations on where to take the intervention further depending on the enabling environment. The evaluation is primarily intended to assist and inform internal decision-making and planning, but may be used to help CaHs shape their acitvities and interventions as well as for international donor coordination purposes.

Remuneration Package:
The Consultant will be paid 17,500.00 BAM for the engagement period. The compensation for the days worked is to be paid at the end of each calendar month based on the Performance Evaluation by the immediate supervisor. The Consultant will receive additional compensation for travel expenses related to the performance of his/her duties under this ToR.
