Background    
     
    The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies. HCNM was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability, or friendly relations between OSCE participating States. The office is consists of: the High Commissioner; a Director; area teams comprising political, legal and project advisers/officers; and an administrative and support team. Under the direction of the Senior Political Adviser/Head of Section, the incumbent functions as the  administrative focal point for one of the area teams and has the primary responsibility of providing secretarial, travel, and administrative support. The appointment is temporary, to cover maternity leave for approximately four months.
     
Tasks and Responsibilities    
     
   
  1. Organizing official travel in accordance with OSCE procedures;
  2. Typing and formatting correspondence;
  3. Receiving, logging, distributing, dispatching and filing section materials;
  4. Searching for information and responding to or referring inquiries as directed;
  5. Drafting minutes of meetings;
  6. Registering section members at events;
  7. Assisting with the planning and scheduling of the section’s activities;
  8. Providing travel and visa support to external participants of section-related events;
  9. Collaborates in the procurement of goods for the section;
  10. Provides occasional back-up support as directed for the general administrative functioning of the institution as part of a team of four administrative assistants;
  11. Performing other duties as required.
     
Necessary Qualifications    
     
   
  • Secondary education supplemented by formal training in secretarial administration support.
  • A minimum of four years of experience in secretarial or administrative support functions.
  • Computer literacy, with practical experience with Oracle and Microsoft packages. 
  • Excellent written and oral communication skills in English. 
  • A working knowledge of Russian and/or other OSCE languages would be considered an asset;
  • An ability to work well with people of diverse nationalities and cultural backgrounds.
  • An awareness of applying a gender perspective to duties carried out in the workplace.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 2800. OSCE salaries are exempt from taxation in The Netherlands. Social benefits include the possibility of participation in Cigna medical insurance and the OSCE Provident Fund.
