Background    
     
   

Under the supervision of the OSCE Programme Office in Bishkek (POiB) Security Officer and in close co-ordination with the Deputy Head of POiB, the incumbent will be responsible for physical security measures related to security/crisis readiness and prevention related to the POiB activity.

     
Tasks and Responsibilities    
     
   

The incumbent will be a member of the Security Management Team of the POiB and be assigned to assist the Security Officer in performing relevant duties and tasks:

  1. Execution of responsibilities with regard to the security of the POiB staff and property;
  2. Maintaining and updating security plans, contingency plans and security listings of mission staff; ensuring that plans for relocation/evacuation to safe havens are current and implemental;
  3. Enforcing movement control and security clearance policies and overseeing the daily status report of the POiB staff;
  4. Conducting regular appropriate exercises (e.g. fire drills, communications tests, evacuation) to ensure staff preparedness for emergencies;
  5. Conducting security surveys of residences and office premises; putting in place appropriate arrangements to secure them;
  6. Selecting, training and supervising security guards; ensuring that good health and safety practices are followed as well as implementing laid down procedures;
  7. Ensuring that POiB staff is kept informed on matters affecting their security and that appropriate arrangements are made for briefing newly arrived staff;
  8. Co-operating closely on security issues with other organizations operating;
  9. Developing good contacts with the national law enforcement agencies with a view to obtaining the best possible protection for mission staff and property;
  10. Reporting on all cases in which mission staff have been a victim of criminal acts or any security related incidents and following up on those cases;
  11. Performing other related duties as assigned such as ensuring in close co-operation with IT, good state of repair of all security and communications equipment and that the appropriate level of confidentiality is maintained with regard to security matters;
  12. Leading the POiB Security Management Team in the absence of the Security Officer;
  13. Performing other tasks and duties as required.

Necessary Qualifications    
     
   
  • University degree in law, political or social sciences or military/police academy training equivalent to a first level university degree;
  • A minimum of four years of progressively responsible professional experience in security-related matters in military/police operations. Experience in an international or mission environment would be an asset;
  • Computer literate with practical experience in Microsoft packages;
  • Very good written and oral communication skills in English, Russian and Kyrgyz languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Possession of a valid driving license;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1567.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
