Please note, that this vacancy notice is a call for experts/consultants to carry out a technical assignment of 6 weeks duration within the 6 months (January – June 2019).  The selected consultant will travel to individual OSCE participating States to deliver on-site technical assistance to the national authorities to join ICAO PKD.

 

The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

 

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

 

The OSCE Border Security and Management Concept (BSMC) promotes open and secure borders utilizing a comprehensive approach to border security and management. BSMC, along with other relevant OSCE commitments and mandates, provides a solid foundation for the work of the BSMU.   In response to emerging transnational threats, States are developing fraud-resistant electronic passports (ePassport). An ePassport is only as good as the biometric and biographic information contained in its chip. In turn, information on the chip, is only useful if it can be validated quickly and securely at the border. Due to the increasing number of ePassports globally, the bilateral exchange of such information is becoming more expensive and less secure. In response to this challenge, the International Civil Aviation Organization (ICAO) has developed the Public Key Directory (PKD). 

 

Recognizing the inseparable link between ePassports and the ICAO PKD, OSCE participating States adopted Ministerial Council Decision MC.DEC/11/09. The Decision calls upon participating States to consider becoming participants in the ICAO PKD.

 

Through the Extra Budgetary Project “ICAO Public Key Directory Seminars and Workshops in the OSCE Area”, TNTD/BSMU provides technical support to OSCE participating States in improving their ePassport security by joining the ICAO PKD.

 

Following successful seminars in Albania, Armenia, Moldova, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, TNTD/BSMU is re-focusing its assistance to more technical and operational support in becoming members of the ICAO PKD.

 

     
Tasks and Responsibilities    
     
   

The TNTD/BSMU therefore requires the services of an experienced technical expert to assist requesting participating States in building the National Public Key Infrastructure which will be compatible to the ICAO PKD standards. More specifically, she/he will be tasked with:

 

  •  Providing a comprehensive overview on the features, functions and benefits of the ICAO PKD and related Public Key Infrastructure (PKI) systems in ePassports and border control inspection systems;
  • Providing comprehensive practical guidance to perform the administrative and operational procedures of planning and operating a National PKD system;
  • Providing practical insights in the cryptography deployed in ePassports and inspection systems;
  • Providing PKD implementation solutions including from a managerial perspective;
  • Ensuring that National PKD comply with the ICAO PKD Standards.

Expected Output/Deliverable:

  • National PKD system compatible with the ICAO PKD standards is established.  
     
Necessary Qualifications    
     
   
  • First level degree in computer sciences, information technology or business administration;
  • Minimum of 5 years of relevant work experience in the field of travel document security and projects related to the implementation of ePassports and the ICAO PKD;
  • Excellent practical work experience in the Public Key Infrastructure (PKI) technologies related to ePassports;
  • In-depth knowledge of  cryptography and IT security;
  • Excellent knowledge of English;  knowledge of other OSCE working languages would be an asset;
  • Ability to identify, analyze and resolve software problems and to work with minimal supervision in a demanding and deadline driven environment;
  • Ability to communicate clearly and concisely both orally and in writing;
  • Ability to establish and maintain effective working relationships with people of different gender, national and cultural backgrounds whilst remaining impartial and objective;
  • Flexibility to travel the participating States to deliver on-site practical assistance.
     
Remuneration Package    
     
   

Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with the OSCE established rates.
