Background
The OSCE Mission in Kosovo (“OMiK”) through its Law and Justice Section (“LJS”) monitors the justice sector for compliance with human rights standards. It also engages in projects aimed at improving the justice sector. Relevant Kosovo institutions are actively pursuing criminal cases against persons suspected of being involved in violent extremist activities. While OMiK has actively supported the efforts of the Kosovo institutions in fighting terrorism, the rule of law, and the fair and equal administration of justice, requires that justice sector institutions respect and protect human rights. There are two areas in which human rights are particularly susceptible to being abused. The first area pertains to the treatment of terrorism suspects during an investigation and ensuring that proper procedures are followed to protect human rights and ensure a properly obtained conviction for those guilty of terrorism related offenses. The second area where violations occur is when investigations wrongly impinge upon the human rights of people who are not the target of an investigation.
In Kosovo, little training on human rights related to CVE is available, but is of the highest importance for actors dealing with such cases. This training will not only expose newcomers in a complex field of specialization to engage with practical concerns in the field, but also will give the experienced practitioners information on new statutes.
Objective
The objective of the activity is to develop and provide training for judges, prosecutors, defence attorneys, and police in Kosovo, to allow them to effectively apply human rights principles and legal instruments to investigations and court proceedings involving alleged violations of applicable anti-terrorism laws.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
