Background    
     
    The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR-CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the Special Representative and Co-ordinator (OSR-CTHB) assists OSCE participating States in the implementation of all relevant commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings and its Addenda. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (THB) with a focus on the following activities: enhancing the awareness and understanding of all forms of THB across the OSCE region; policy, planning and advocacy especially in the area of emerging trends of THB and effective approaches to combat THB; and direct assistance to participating States in practical and technical areas, at their request.
     
Tasks and Responsibilities    
     
   

Under the overall guidance of the Special Representative, and the direct supervision of the Senior Co-ordination Adviser, the incumbent will be responsible for:

 

  1. Supporting the analysis of the political, legal and human dimension situation in the OSCE participating States with regard to trafficking in human beings; collecting and analysing THB-related trends in the region as assigned;
  2. Preparing comparative analysis related to specific aspects of the legislations and policies of the OSCE participating States in relation to international standards; drawing conclusions as to the status of progress in the combating THB, including legal and policy reform, and presenting to supervisors the analysis and recommendations for policy and law making and for the development of potential OSCE commitments;
  3. Developing research concepts, preparing terms of reference for background studies and occasional papers, supervising expert researchers contracted to carry out such studies; conducting regional, country or sectoral analyses as background studies to improve understanding of issues and inform technical assistance, capacity building and other project needs;
  4. As assigned by the supervisors, organizing meetings, workshops, technical seminars and conferences in and outside Vienna, such as the Alliance Conference, including preparation of background reports, agenda items, highlights of the events and correspondence in this regard;
  5. Producing solid initial drafts and/or substantively editing, and finalising professional quality documents, such as briefing/talking points for the SR, OSCE Chairperson-in-Office, and the Secretary General; meeting minutes and trip reports, speeches, research, and policy papers, for public distribution and or internal purposes to support the range of work of the OSR-CTHB;
  6. Developing and maintaining regular contacts at the expert level with the counterparts in the delegations of the OSCE participating States and Partners for Co-operation, as well as with relevant governmental authorities and NGOs, co-operating with the OSCE institutions and field operations, as well as with international organizations, in order to co-ordinate and draw upon their expertise for inputs into relevant work (preparation of visits, events, research, projects, policy papers, other documents, etc.) as required;
  7. Applying expertise to assist, as appropriate, in providing detailed evaluation of national and regional anti-trafficking programmes; working on the content of projects, and serving as a project manager, when applicable; working closely with the other OSR-CTHB staff on project development and fundraising for extra-budgetary funding;
  8. Gathering and analysing information from various sources, including governments, external partners and NGOs in order to identify positive practices to be disseminated as well as to assist in identification of priorities, development of strategies and initiatives relevant to the mandate of the SR and the work of the OSR, and to keep the SR updated;
  9. Assisting in handling logistics for the OSR-CTHB meetings, including comprehensive travel itineraries and meeting schedules with appropriate contacts;
  10. Performing other duties, including a range of administrative, logistical and operational tasks, as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in international relations, international development, public international law, human rights law, social or political sciences or related subjects;
  • A minimum of  six years of relevant professional experience, preferably in international organizations;
  • Demonstrated knowledge of THB, human rights and rule of law issues;
  • Demonstrated familiarity with anti-trafficking stakeholders at national and international levels;
  • Experience in the implementation of multi-lateral policy and practice activities related to human trafficking, including in areas of prevention, prosecution and/or protection and assistance;
  • Professional fluency in English with excellent oral and written communication skills; knowledge of other OSCE working languages is an asset;
  • Computer literate with practical experience in Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,137 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
