Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Senior Democratic Governance Officer, within the scope of the Human Dimension Department, Democratic Governance and Social Cohesion Unit, the incumbent is responsible for the conceptualization, implementation and evaluation of the specific portfolio(s) within HDD’s projects and other interventions within the respective Unit. More specifically, the incumbent:

  1. Explores opportunities for the Unit’s programmatic activities, i.e. monitors media sources and policy developments and conducts needs assessment for project development related to democratic governance;
  2. Conducts regular meetings with central and local government officials and international partners to present the OSCE Democratic Governance and Social Cohesion programme objectives and activities, and to gauge interest, establish/evaluate cooperation and implement concrete cooperative activities;
  3. Promotes democratic governance through on-site advice and assistance to central and local government officials in order to help them to incorporate good governance practices into their day-to-day operations;
  4. Conducts legal research and policy analyses on democratic governance related topics and provides advice. Monitors and reports on legal and policy developments and drafts internal briefing materials and other relevant documents;
  5. Prepares and/or delivers capacity building and training to relevant stakeholders when requested;
  6. Designs project documents, conducts activities, supervises the administrative, operational and financial management of the projects and evaluates projects;
  7. Performs other duties as assigned;
     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia
  • University degree in Law or Political Sciences, Social Sciences or international relations
  • Minimum two years professional experience in democratic governance in a national or international governmental or non-governmental organization
  • Demonstrated experience in drafting project proposals, analytical reports, research and project outlines. Demonstrated experience in project cycle management; Experience in legal research, analysis and advice is highly desirable
  • Professional knowledge of the English and Macedonian language. Working or higher knowledge of another language of the country is desirable
  • Computer literate with practical experience with Windows applications
  • Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Holding a valid driving license.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
