The OSCE Mission to Serbia requires the services of one international expert to define the methodology for developing an Individual Assessment Tool (IAT) for victim support provider institutions, as well as to provide possible draft solution(s) for such a Tool applicable to the Serbian system.
As envisaged by the project “Support for Victims and Witnesses of Crime in Serbia”, a methodology needs to be developed for a unified IAT, which could be incorporated in the work of all victim support service providers. This will ensure that victims receive a timely and individual assessment, in accordance with national procedures by identifying specific protection needs and determination whether and to what extent victims would benefit from special measures in the course of criminal proceedings due to their particular vulnerability to secondary and repeated victimization, to intimidation and to retaliation.

Tasks and Responsibilities |

|
Under the supervision of the OSCE Mission to Serbia’s National Legal Officer, the consultant will be required to perform the following tasks:
- Conduct information interviews with representatives of relevant Serbian institutions/organizations that will implement the future IAT;
- Prepare and write a detailed and justified methodology for the development of an IAT for victims of crime, based on best practice international/European examples;
- Draft possible solution(s) for the IAT, that could be used uniformly by victim support provider institutions and organizations;
- Deliver a presentation of the methodology and the draft IAT to the representatives of relevant institutions/organizations that will implement the future IAT.
The consultant will draft the methodology and the possible solution(s) for the IAT from home.
The consultant will pay two visits to Serbia, the first at the beginning of the consultancy work, designed for conducting interviews with representatives of institutions/organizations, and the second upon completion of the commissioned work, in order to present the methodology and draft possible solution(s) for the IAT.
To this end, the consultant will be expected to:
- Attend meetings conducted with the representatives of relevant Serbian institutions/organizations that will implement the future IAT;
- Draft a report laying down the methodology for developing the IAT, in at least 15 but no more than 30 pages, as well as the possible solution(s) for the IAT annexed to the report, in no more than 10 pages (in English, font Times New Roman, size 12, single line spacing);
- Deliver a presentation delivered of the methodology and the draft IAT to the representatives of relevant institutions/organizations that will implement the future IAT.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
- University degree in Law/Social Sciences/Humanities;
- Minimum 5 years of professional experience in the field of victim support;
- Experience in developing and drafting documents related to the individual assessment of crime victims;
- Excellent knowledge of international and European standards in relation to victims’ rights;
- Professional fluency in English, both oral and written;
- Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
- Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package |
|

|
|
The consultant will be employed for a period of 30 days and will be remunerated a total amount not exceeding 4,000 EUR, commensurate to individual qualifications and experience, upon successful completion of the envisaged tasks.
The OSCE will also bear all travel and accommodation costs associated with the consultancy.
