This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization. The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates. The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). As part of the TNTD, the SPMU assists participating States (pS) in response to their request to address threats posed by criminal activity and supports general police development and reform. The OSCE Gender Action Plan is committed to increasing the number of female staff in all areas of the OSCE's work. Currently female staff in the Transnational Threats Department are underrepresented. | Tasks and Responsibilities |

The selected candidate advises on and proposes strategies and project proposals in the areas of fighting Trafficking in Human Beings (THB) and Smuggling of Migrants (SoM), as forms of organized crime, with particular focus on crime prevention, investigation and prosecution of traffickers. The incumbent also advises and formulates activities in the areas of victim identification, with particular attention on women and children, in line with the OSCE ¿Action Plan to Combat Trafficking in Human Beings¿, the Ministerial Decision on Child Sexual Exploitation, and the OSCE Strategic Framework for Police-Related Activities (PC Dec 1049). Under the direct supervision of the Head/SPMU, the Police Affairs Officer, Adviser on Combating Trafficking in Human Beings (CTHB) will perform the following duties:
