Background

Safety and security are important issues both for citizens and state institutions, who have to put efforts into making their communities safe and secure. The concept of public safety not only focuses on the absence of the criminal activities, including violent extremism, but has a much wider reach and encompasses quality of life and pleasant neighbourhood to live in, where laws and regulations are enforced and citizens feel safe. The UB Project “Building Partnerships between Citizens and Institutions in the Security Sector- Phase III, builds on the work of the OSCE Presence in Albania   in 2015, 2016 and 2017 to enhance  the efficiency, Empowering Communities for Countering Violent Extremism: Raising Awareness on CVE among  Youth".  In this frame work, the Presence will hire an expert on CVE to deliver a set of workshops within a period of two months to raise awareness on CVE among youth, based on an agreed workplan. The areas that will be especially targeted in the activity are: Cërrik, Librazhd, Pogradec, Dibër/ Bulqizë, Përrenjas, Kamza and Shkodra (with one awareness raising workshop planed per location). These cities are among the identified vulnerable areas to religious radicalism and violent extremism in Albania because of problems with: extreme poverty, high unemployment (especially among the youth), lacking state institutions and low trust in local institutions, low educational levels (especially in the deep suburban and/or rural areas. Also, these are the originating areas for the large majority of Albanian foreign fighters in Syria and Iraq. All the activities will be implemented in full accordance with the High School Board and with the respective Regional Education Directorates, under the after-school model of School on Community Centers. Therefore, they will cover mainly the after-school sessions, but there will also be activities under the curricula activities foreseen by them.

 

Objective:

The OSCE Presence in Albania wants to recruit a local expert on CVE expert who will work to develop  and deliver  a set of seven   workshops within a period of two months to raise awareness  on violent extremism and religious radicalization among the youth in Albania. Due to lacking economic opportunities, extreme poverty, lacking proper education and religious education, this target group is more exposed to risks related to religious extremism. Their locations will be: Cërrik, Librazhd, Pogradec, Bulqizë, Përrenjas, Kamëz and Shkodër. There will be one awareness raising workshop for each location. Each workshop will be based on a full day agenda with the participation of at least 20-25 young activists, young students from local high-schools, local civil society.   The deliverables will be based on presentations by the experts on the challenges of violent extremism in Albania, interactive sessions, video-projections (on human rights and risks/processes of radicalization). The deliverables and activities will serve as a kind of “Youth Road Map to Religious Tolerance”, a key step to the fight against violent extremism and religious radicalization among youth.

Tasks and responsibilities:

  • Desk research for each 7 hotspots.  One week  before desk research to organise  and participate  in preliminary meetings with parents, school representatives, local religious communities, civil society representatives, local authorities, local police  of each identified location to assess current situation regarding CVE on the ground, youth programmes focused on security and  crime prevention; 

• Preliminary meetings with Local Education Offices and High Schools Directors to introduce the project and discuss the organisational issues related to the project: venues and participation

• Based on desk research as well as preliminary meetings preparation of materials for  workshops:  workshop agenda and  methodology,   PPP, video materials, simulation games scenarios, scenarios for group activities, etc;

• Seven one day workshops delivery to 20-25 youths based on the developed workshop agenda/concept (estimated to 7 working days).

• The workshop should contain topics such as: 

- Root causes of violent extremism and   radicalization in Albania and the Western Balkan Region;

    - Youth and Violent Extremism in Albania: Early Identification and Prevention Tools (Interactive Session with Real-Life Examples and Video-Messages);

- Building Youth Resilience to Violent Extremism through Local Initiatives.

- Empowering “Schools as Community Centers” Model.

• Reports 

 

Deliverables:

At the end of this consultancy the OSCE expects to receive following products/outcomes:

1. Desk research

2.  Meetings with stakeholders and analysis

3. Situational analysis assessment wit conclusions for the workshop

4. Development of workshop concept note

4.1.  Overall workshop concept

4.2.  Workshop Methodology

4.3.  Workshop Agenda

4.4.  Workshop materials and tools (including one PPP, scenarios for simulations and group activities, suggestions for video material, etc)

5. Preparation of workshop evaluations with the aim of capturing

6. Reports about the workshop capturing reflection on the suitability of material and methodology, outcomes, evaluation results and lessons learned

 

Necessary Qualifications:

• Advanced Degree in a discipline relevant to one or more of the following topics: Security Studies, Anthropology, Psychology, Sociology, Human Rights or in a related field;

• A minimum of ten  (10) years of relevant professional experience and knowledge related to one or more of the following areas: Security, Counter-terrorism, Anthropology, Social Sciences (Sociology and Psychology) and Human Rights ;

• A minimum of seven (7) years of academic experience on developing and delivering training in one or more topics: Interdisciplinary courses on Security and Terrorism, Social Studies, Human Rights Studies, Security Journalism , engaging and empowering civil society and youth;

• Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;

• Professional knowledge of English with excellent writing skills

• Knowledge of and demonstrated experience in applying monitoring, evaluation and learning techniques, including innovative approaches for complex social settings in the area of Research Methodologies in P/CVERLT

• Proven didactic skills and ability to use modern training approaches (inclusive and interactive);

• Previous experience in international capacity-building assistance, preferably with the OSCE or the United Nations, or any other regional or international organizations, is an asset;

• Flexibility and ability to work under time pressure to meet tight deadlines;

• Computer literate;

• Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

 

Remuneration

The payment for this consultancy assignment will be paid as follows:

- 25% of the total payment will be paid after submission and approval of deliverable 1

- 25% of the total payment will be paid after submission and approval of deliverable 2 - 4

- 50% of the total payment will be paid after submission and approval of deliverable 5 - 6
