Background    
     
   

Please note that this position is extra-budgetary (ExB) funded and the initial contract expiry date will be 1 September 2019, with a possibility of extension until the expected project end date of 30 June 2021 subject to the availability of funding.

 

Within the Transnational Threats Department, the Action against Terrorism Unit (TNTD/ATU) acts as the focal point for OSCE counter terrorism activities. The Unit assists OSCE participating States in implementing anti-terrorism commitments, thereby enhancing their overall capacities to prevent and combat terrorism. The Unit currently consists of 11 staff members.

 

The incumbent will provide programmatic and administrative support and assist the Project Manager in the implementation of TNTD/ATU Extra-Budgetary (ExB) project No. 1102014 “Implementation of the ‘Leaders against intolerance and Violent Extremism’ (LIVE) Training Courses” through all phases of the project management cycle.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Senior Adviser for Anti-terrorism Issues, the project assistant will be tasked with:

 

  1. Organizing project-related events and activities, procuring training venues in co-ordination with OSCE field operations, arranging the associated travel and logistics, visa requests and expense claims;
  2. Monitoring the project budget and liaising with all relevant parties, to ensure timely and accurate payment of expenditures, timelines, and tracking reporting requirements;  exercising responsibility for administrative and logistical aspects of the project;
  3. Supporting the drafting of project-related correspondence and documents, including procurement documents such as technical specifications and terms of reference, progress reports, concepts, presentations and other narrative and financial reports concepts as assigned;
  4. Devising a social media plan/strategy, and co-ordinating its implementation  with the OSCE Secretariat’s Communication and Media Relations Section (COMMS) and focal  contact points within all executive structures; drafting press releases and social media posts, and guiding consultants in the development of materials for social media use;  facilitating outreach activities to LIVE trainers, mentors and graduates, including, but not limited to, through social media;
  5. Monitoring and evaluating the performance of communication activities on social media, Providing support to the OSCE executive structures in communicating on relevant activities, including live event-specific social media coverage;
  6. Guiding consultants in the development of multimedia and video products, featuring beneficiaries of OSCE activities in P/CVERLT and/or   topics related to P/CVERLT efforts in specific regions of the OSCE area;
  7. Regularly updating all corporate social media channels with campaign-related posts and promoting key products on Facebook in a targeted manner;
  8. Supporting trainers during train-the-trainer sessions, including note-taking to assist evaluation and debriefing;
  9. Supporting the update of training curricula and train-the-trainer seminars to ensure continued relevance;   participating  in monitoring/study visits to implementing field operations foreseen in the first six months), collecting and analysing evaluations of training delivery for use by other implementers;
  10. Designing and drafting  flow charts, schedules, graphs and tables; preparing files for potential and approved activities;
  11. Keeping rosters of LIVE trainers and mentors up to date;
  12. Facilitating the formalization of agreements with partner organizations;
  13. Performing other duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal studies/training in  project management, political science, human rights, strategic communications, adult education or a related field;
  • A minimum of six years of directly relevant work experience; preferably working with or for civil society or international organizations;
  • Good drafting and reporting skills;
  • Experience in developing project proposals and drafting narrative and financial project reports;
  • Experience in the practical and logistical organization of training sessions and workshops highly desirable, including travel arrangements, procurement matters, assisting trainers;
  • Demonstrated organisational, analytical and administrative skills; previous experience with the OSCE in a programmatic, organizational, analytical and/or administrative capacity would be an asset;
  • Demonstrated research skills;
  • Knowledge of counter-terrorism, preventing and countering violent extremism issues, and a first experience working in these fields would be an asset;
  • Computer literacy with practical experience in Microsoft applications;
  • Professional fluency in English with excellent written and oral communication skills with experience in networking and managing a high number of contacts; knowledge of other OSCE working languages would be  an asset;
  • Ability to work in in a multilateral/multicultural team environment ;
  • Ability to establish and maintain effective work relations with different cultural and national backgrounds.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 4,385 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
