Under overall supervision of the Procurement / Materials Management Officer the incumbent will be responsible for ensuring proper management and administration of all issues related to management of OSCE Programme Office in Bishkek (POiB) premises in Kyrgyzstan according to the CRMS and actual requirements of the POiB. The incumbent is responsible for: identification of office needs, ensuring timely and efficient provision of the POiB offices with supplies and services required, administration of all contracts related to the premise maintenance, ensuring compliance of the existing practices and procedures to CRMS requirements, timely provision of all related data to the supervisor and informing him/her about needed actions. The incumbent will also propose revisions/modifications to current practices and processes, as and when required. |

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Researches and analyses, on a monthly basis, data on all costs related to the premise management and office operation (utilities, office supplies, communication, internet costs), prepares reports to supervisor and Chief of Fund Administration (CFA);
- Manages all contracts with vendors providing services and goods related to the premise management and office supplies and running costs;
- Initiates and controls processing of all requests for procurements of goods and services related to the premises management, office supplies and running costs. Drafts or checks TS/BOQ needed to start relevant procurements;
- Conducts technical evaluations of the offers for procurement of goods and services related to the premise management;
- Provides the supervisor and CFA with information and data for the preparation of UB and ExB budgets related to the office costs;
- Acts as focal point for all matters concerning office space, equipment and building maintenance and management issues and reviews requests of POiB staff regarding office allocations, provision of office equipment and furniture, office services (communication, Internet) and provides recommendations and solutions to the supervisor;
- Checks and provides 1st level approval for all the payments related to the premise management and office operation costs, submits them to the supervisor;
- Coordinates the work of cleaning/maintenance personnel on daily basis;
- Performs other duties as required.

Necessary Qualifications |
|

- Secondary education;
- At least four years of relevant work experience;
- Computer literate with practical experience in Microsoft Office packages;
- Excellent written and oral communication skills in English and Russian mandatory. Knowledge of local languages.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 812.33 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the
OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
