Background | ||
In the aftermath of the floods that affected Serbia in 2014, the Mission provided continuous support to the country, aimed at strengthening community resilience, with a strong gender view. The recommendations, developed after mapping gender-specific differences in relation to flood risk, were compiled in the publication “Gender Analysis of the Impact of the 2014 Floods in Serbia”. A high-level stakeholder meeting was also organized, aimed at assessing gender considerations in disseminating information during natural disasters. In partnership with the Office of the Commissioner for Protection of Equality, a handbook for journalists was developed to improve their skills in gender-sensitive media reporting. Across the country, activities were organized to promote the handbook among journalists and engage key stakeholders and non-state actors in discussions focused on strengthening community based disaster risk reduction (DRR) efforts were organized across the country. The 2014 OSCE Ministerial Council Decision No. 6/14 (MC.DEC/6/14) on enhancing DRR encourages the participating States to actively engage in the effort to adopt and implement an integrated approach to disaster risk management, promote good governance and transparency in the field of DRR, and incorporate local knowledge and information into national plans, while taking into consideration the capabilities of both men and women. Since 2014, the Government of Serbia shifted its approach from disaster response to proactive prevention and preparedness, in line with the Sendai Framework for Disaster Risk Reduction (2015-2030). Strategic documents, including the Serbian National Disaster Reduction Management Programme (NDRMP) and its Action Plan for 2016-2020, carry that a gender perspective needs to be incorporated into disaster preparedness, including the phases of response, recovery, rehabilitation and reconstruction. The draft Law on Natural and Other Hazard Risk Reduction and Emergency Management, which is awaiting adoption, assigns the local self-government units the task to create and adopt Risk Reduction Plans, including risk assessment, reduction, protection and rescue, in order to ensure the protection of gender equality. The Mission continue to promote gender considerations in the context of emergencies caused by natural disasters at national and local policy levels with the goal of operationalizing the legal DRR framework. In particular, the Mission will support the Public Investment Management Office to operationalize the NDRMP at local policy level. This will be done by drafting a model plan for managing risks of natural hazards in local self-governance units that gives due consideration to community needs with respect to gender and vulnerability. |

Tasks and Responsibilities | ||
Under the supervision of the Senior Governance Adviser, and in co-operation with the Public Investment Management Office, and in co-ordination with one more consultant, the expert will co-draft a model plan for managing risks of natural hazards in local self-governance units and thus strengthen security of men and women by addressing their needs, roles and contributions. The plan will be presented at a final event attended by representatives of state, provincial and local authorities, media and civil society organizations. The Plan should be in line with the Sendai Framework for Disaster Risk Reduction 2015-2030. The Plan needs to contain a list of proposed activities that should be undertaken before, during and after a disaster, in order to fulfil municipal responsibilities stipulated in the legal framework that regulates disaster risk management. Remuneration Package | ||
The consultant will be employed for a period of three months (tentatively from 9 July 2018 to 8 October 2018) and will be remunerated a total amount of up to 3,000 EUR, commensurate to his/her qualifications and experience, upon completion of all envisaged tasks. |
