*Please note that this post is a part of an extra-budgetary (ExB) project with funding available until August 2019, therefore the selected candidate will be offered a fixed-term the contract with this end date.

The Staff of the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (OSR-CTHB) implements an ExB project on “Combating human trafficking along migration routes” which aims at enhancing States’ capacities to effectively identify and prosecute THB along migratory trails in a human rights-compliant manner.

This first OSCE human trafficking simulation-based learning initiative promotes an innovative approach to capacity building, where-by anti-trafficking practitioners from both participating States pS and Partners for Co-operation are called to engage in real-time simulated scenarios to identify and investigate human trafficking, thus improving synergy among key national stakeholders in restoring and protecting human rights and fundamental freedoms of the trafficking survivors. During the training activities, practitioners from law enforcement, judiciary, labour inspection, immigration and social authorities, media as well as lawyers, human rights defenders and NGOs will be asked to put into place coordinated responses to, inter alia: THB as a transnational threat, including its links to organized crime; THB as part of the broader migration process, and; THB as a serious human rights violation.

     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Senior Co-ordination Adviser and the direct supervision of the Programme and Capacity Building Officer/Project Manager, in co-ordination with other project staff, the incumbent will be tasked with:

  1. Assisting project and Office staff with the planning of the project workflow, including by providing cost estimates for the project activities such as meetings, simulation exercises and other events to be organized, travel to be undertaken or goods and services to be procured, confirming with the Programme and Capacity Building Officer/Project Manager the availability of funds to meet such expenditure;
  2. Assisting with the timely despatch of invitations, calls for participants, selection and registration of attendees and trainees, preparation of the participants’ lists for Conference Services, project partners and for circulation internally and externally;
  3. Contributing to the preparation and organization of the OSR/CTHB project events, including simulation exercises and other meetings, by assisting with travel logistics, visa support, accommodation, allowances (for the OSCE and non-OSCE staff/sponsored travel);
  4. Liaising with Conference Services/project partners regarding exercise and event premises, necessary administrative, logistical and technical support. Working closely with the lead project team responsible for an event and assisting with planning, implementation and closure of the project events, both programmatically and administratively;
  5. Maintaining project calendar of events; supporting the reporting tasks/activities essential to de-brief or take stock of project activities and as follow-up to meetings, events, conferences;
  6. Under the supervision and technical guidance of the supervisor, performing a variety of tasks in support of the preparation, monitoring and control of the project. Supporting the supervisor in compiling project budget performance reports by maintaining accurate and up-to-date records of expenditures;
  7. Following the inputs provided by the Office staff, finalizing correspondence for the Special Representative’s signature. Assisting with translating working-level project documents;
  8. Providing assistance to new project personnel in first general orientation;
  9. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education;
  • A minimum of three years of relevant experience, preferable gained within international organizations and a multicultural environment;
  • Proven experience with applicable administrative procedures and processes;
  • Computer literate with practical experience using Microsoft applications;
  • Professional fluency in English, including excellent written and oral communication skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,276 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step 1 of the applicable OSCE salary scale.
