Background    
     
    The Office of Internal Oversight (OIO) is responsible for planning, organizing and carrying out internal audits, investigations, and independent evaluations of the Organization's activities including field operations in order to determine the adequacy of governance, risk management, and internal control, to ensure compliance with the regulatory framework, and to enhance performance, learning and the efficiency and effectiveness of operations.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Head of Internal Audit/Deputy Director, the Auditor is responsible for leading internal audits and reviews in order to improve the compliance, effectiveness, efficiency and value-for-money of OSCE executive structures and methods of operation. The successful candidate will be responsible for: 

 

  1. Planning, conducting, and leading internal audits and reviews as assigned from the Office of Internal Oversight annual plan;
  2. Assessing governance, risk management, and internal control systems within OSCE executive structures, including field operations and methods of operation, and drafting reports that help improve compliance, effectiveness, efficiency, and value-for-money;
  3. Reviewing actions taken to implement agreed internal audit recommendations; 
  4. Leading and coaching team members assigned to internal audit and review assignments;
  5. Performing or assisting with investigations and evaluations, as required;
  6. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in management, economics, social science, business administration or a related field;
  • Certification by an internationally-recognized auditing or accounting body (e.g. CIA, CISA, CPA, CA or equivalent);
  • A minimum of six years of experience in auditing, preferably internal auditing at the national or international level;
  • Extensive knowledge and/or training in the assessment of governance, risk management, and internal controls and the development of recommendations to improve identified areas for improvement;
  • Experience in leading and coaching teams; 
  • Strong analytical, logic and report drafting skills;
  • Excellent written and oral communication skills in English; knowledge of another OSCE working language would be an asset;
  • Ability to operate standard computer applications, including spreadsheets and automated audit tools; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,109, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
