Background
Over 2016 and 2017 the Presence worked to strengthen the capacities of elected women councillors throughout Albania through one-day training interventions, organised regionally. In the period September 2016 - October 2017 over 220 women councillors from six regions benefited from these past training events focusing on women in decision-making and gender equality in local government, held prior to the discussion of the municipal budgets so as to increase the role of women councillors in shaping public policy and public expenditure. Upon completing this intervention and assessing its impact, the Presence identified the need for long-term and systematic approach to support women councillors as a priority for elected women officials in the country (approx. 550 in total from the 2015 local government elections). Elected women councillors reiterated their need for continuous capacity building to advance their abilities as elected women officials as well as in the efforts to advance the gender agenda in local level. The positive reception of the past local interventions and the demands for long term and regular follow-ups to them, argued in favour of the need for developing a program expanding beyond short-term trainings, initially focused of a narrow array of topics, to the provision of a more comprehensive set of topics and skills, complemented by follow ups, periodical assignments, monitoring of progress achieved, and a modular delivery of knowledge and skills. This phase prepares the ground work and pilots the first OSCE Academy for Women Municipal Councillors. Under this consultancy, the initial trials will be conducted over 2018, with the implementation of Module 1, paving the way to consolidation and delivery of the full program over the next years.
Tasks and Responsibilities
The consultant will be responsible for conducting a background analysis, assessing training needs, developing and monitoring the implementation of the proposed curricula for three modules to be delivered over a one-year period (one generation), proposing a management structure of the OSCE Academy for Women Councilors. The consultant will monitor the delivery of Module 1 over 2018, work out a final inception report, and also revise (if needed) the contents for the remaining Modules II and III upon the monitoring of first Module. A training cycle is consisted by three modules to be delivered to one select group of councilors (generation). Under the present consultancy assignment, three modules for the first generation of the Academy will be developed. Each module shall include the training package for one training event (in this case one 2-days event), consisting of the trainer’s guide, the training handouts and materials, and training agenda. Module 1 will be delivered over 2018 (in October-November), whilst Modules 2 and 3 will be delivered in 2019, by thus completing the first training generation of the Academy.
In more detail, the consultant will:
• Hold an inception meeting with OSCE PiA and conduct a brief desk review of key documents (provided by OSCE PiA and identified by the consultant) in relation to the gender equality and local women councillors in Albania, and their potential and specific challenges and constraints;
• Identify needs, capacities and training needs of women councillors conduct a needs assessment through reviewing the relevant policy and legal framework, through a preliminary survey and through interviewing selected beneficiaries from past trainings conducted by OSCE and other stakeholders. Also, conduct assessment meetings with other stakeholders and training providers, agencies and institutions engaging in supporting women in local decision-making and women councillors;
• Outline the methodologic framework for the Academy, including the proposed tools/questionnaires for evaluation of training needs, training impact, methodology for data collection of both qualitative and quantitative data related to development and assessment of the curricula;
• Design, based on the preliminary assessment, a call for applications for women candidates interested to enroll in the academy, that contains sections of use for the analysis of their training needs;
• Monitor and assess the implementation of the first training module during 2018;
• Incorporate OSCE comments and suggestions in the proposed methodology and training materials;
• Provide a final inception report with the revised final structure, topics and contents for Module I and the proposed structure, topics and contents for Modules II and III.

Necessary qualifications
• The consultant should be highly knowledgeable of the applicable gender equality framework, local government, political developments in Albania, and have over 8 years of direct work experience in designing, delivering and monitoring capacity building on local government and gender equality;
• A minimum of a Master’s degree in one of the listed fields: Social Sciences, Development Studies, Law, Economics, Political Sciences, Public Administration, Business Administration;
• Over 8 years of experience of designing and implementing Training Needs Analysis and Training focusing on gender and local development
Remuneration
The fee for this consultancy is 1,500 Euro payable in one instalment after submission of the deliverables and acceptance from the project manager.
