The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National ICT Officer Developer in Kyiv.

Tasks and Responsibilities    
     
   

Under the supervision of Chief of ICT, the National ICT Officer, Developer is responsible for development, administration and maintenance of SMM-specific data structures and software applications. National IT Officer, Developer supervises and participates in the development of SMM applications within the global OSCE Information Technology and Communication framework. When an application is developed by external developers, the National ICT Officer Developer is responsible for the technical aspects of contracting, overseeing and receiving the work of supplier.

National ICT Officer Developer is responsible for optimization of the IT applications and databases. For this purpose he/she must develop a thorough understanding of available systems as well as the SMM’s operative goals to meet the users’ needs. The incumbent makes proposals to improve, streamline and optimize the usage of IT systems throughout the office, and performs the following duties:

 

  1. Implements software development policy and coordinates application development projects, including cooperation with external IT suppliers. Uses formal IT tools (data models, business process, and other diagrams) to represent requirements to the external developers. Defines the technical aspects of ToRs (Terms of References) of contracts with software providers and/or external developers on technical aspects of contracts; performs acceptance testing of the product;
  2. Develops high lever architecture and low level implementation of software applications. Enhances or modifies the systems as required by business units, creates and maintains requested interfaces to external data sources. The applications are built on Linux and Microsoft technology;
  3. Consolidates and analyses data from various data sources used at SMM. Develops/maintains or oversees development and maintenance of interfaces for data integration from diverse data sources including user input, various relational databases, flat files, XML files, structured Excel, Word and PDF documents. The imported data will be integrated as required and then either be analysed directly by the incumbent or made available to business units in an analysable formal;
  4. Provides analysis and advice for ICT related decision making. The incumbent needs to have a sound understanding of the ICT needs of the Institution, Based on this the incumbent provides advice for decision making by Chief of ICT;
  5. Provides advice for optimizing the use of ICT systems. Advises on how user requirements can be fulfilled by existing functionality of available systems, by its modification, or by new development or off-the-shelf systems. Compares and makes recommendations for the solutions that are offered by suppliers;
  6. Performs other related duties as required.
     
Necessary Qualifications    
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • A first level University degree with specialization in Information Systems, Computer Science supplemented by formal IT course trainings;
  • At least 2 years years of professional experience in database design and web-based application development;
  • Knowledge of ASP.NET, C#, HTML and web design, experience supporting the design and deployment of SharePoint implementations and customizations;
  • Experience with the .NET Framework tools and the Web development environment;
  • Strong theoretical background and pragmatic knowledge of information technology/information management and Microsoft SharePoint in particular;
  • Holding a valid driving license;
  • Strong background and practical experience in a system design, Internet technologies, experience in analyzing business processes;
  • Experience with Prince2 Project Management methodology and ITIL framework is desirable;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
