Background  
     
   

In accordance with OSCE Ministerial Council Decision No.12/04, the Chairperson-in-Office in 2006 appointed three Personal Representatives as part of the overall work of the OSCE in combating discrimination and promoting tolerance. The following positions were established:
-Personal Representative on Combating Intolerance and Discrimination against Muslims;
-Personal Representative on Combating Anti-Semitism; and
-Personal Representative on Combating Racism, Xenophobia and Discrimination, also focusing on Intolerance and Discrimination against Christians and Members of Other Religions.

Each Chairperson-in-Office has appointed or re-appointed the three Personal Representatives since 2006. The role of the Personal Representatives, as specified in the letters of appointment, has been to raise awareness about manifestations of intolerance at the highest political level and to promote the exchange of good practices on how to counter intolerance, discrimination and to promote mutual respect and understanding. To this end, the PRs have been conducting country visits upon invitation of the participating States, have intervened at relevant events and have reported on their findings to the OSCE Permanent Council. The reports of the country visits undertaken by the Personal Representatives have generally been disseminated to the OSCE delegations of the participating States and made public on the ODIHR-maintained TANDIS website.

In line with its mandate to support the 57 OSCE participating States in their efforts to implement their commitments in the field of tolerance and non-discrimination, ODIHR has provided assistance to the Chairpersons-in-Office and their Personal Representatives. Assistance has generally included helping the Chairperson-in-Office with the definition of the priorities of the Personal Representatives and with the provision of substantive and logistical support in their activities.

With a view to providing strengthened institutional support to the Personal Representatives and, in particular, to following up on the recommendations formulated by the Personal Representatives in the reports of their country visits, additional extra-budgetary resources have been allocated to ODIHR in line with OSCE Ministerial Council Decision No. 12/04.

     
Tasks and Responsibilities  
     
   

Under the supervision of the Deputy Head of Tolerance and Non-Discrimination Department, the incumbent will be responsible for providing support to the Chairperson-in-Office and their Personal Representatives in the area of tolerance and non-discrimination, as follows:

  • Liaise between ODIHR, the Personal Representatives and relevant structures and staff from the Chairperson-in-Office on all matters pertaining to the activities of the Personal Representatives;
  • Participate in the identification of priority areas and the most effective means of supporting the work of Personal Representatives;
  • Assist in the preparation of the country visits of Personal Representatives, including co-ordinating with the host countries the list of meeting partners and interlocutors (i.e. civil society representatives, ombuds offices, community leaders, independent quality/research commissions and institutions, parliamentarians, experts);
  • Facilitate the implementation of country visits of Personal Representatives, including co-ordinating with the host countries the finalization of the agenda;
  • Perform relevant research, compile information and co-ordinate with the relevant staff at ODIHR on the drafting and preparation of talking points and background documents for the country visits;
  • Upon request of the Deputy Head of Department, accompany and provide support  to Personal Representatives during country visits, including taking notes, drafting final reports and preparing press releases;
  • Provide regular updates to and co-ordinate with Personal Representatives their participation in relevant activities;
  • Ensure an active and high-profile role of Personal Representatives in relevant events;
  • Advise ODIHR management on follow-up activities based on recommendations issued by the Personal Representatives in their country visits reports;
  • Advise the Personal Representatives to ensure optimal co-ordination within the OSCE and with partner IGOs;
  • Support the Tolerance and Non-Discrimination Department in organizing the joint ODIHR/CiO Tolerance Conference in October 2018 in Rome;
  • Provide guidance to the Personal Representatives to ensure that gender issues are mainstreamed in their interventions.
     
Necessary Qualifications  
     
   
  • University degree in law, international affairs, social or political sciences, public administration or another related field;
  • A minimum of four years of professional experience, some of which should have been gained at the international level;
  • Good understanding of the international environment in which tolerance and non-discrimination-related activities are being discussed, promoted and implemented is essential;
  • Political intuition, tact and diplomatic skills are essential;
  • Solid organizational, networking and analytical skills are desirable;
  • Experience in designing, planning and implementing the organization of conferences and events at the international level;
  • Ability to work under minimum supervision and experience in working as part of a team;
  • Ability to establish effective working relations with people of different national and cultural backgrounds is required;
  • Excellent knowledge of English and Italian with professional-level drafting skills in both languages is required.

Remuneration Package  
     
   

The incumbent will be working for a total of 6 months from 1 June 2018 till 31 December 2018 excluding the month of August 2018.

Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with OSCE established rates.

The incumbent will be working at ODIHR premises in the Tolerance and Non-Discrimination Department.

Travel expenses will be covered by ODIHR according to OSCE travel policy.
