Background

		The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its commitments in strengthening good governance. Particularly, it supports the Kyrgyz Republic in reforming public administration, preventing corruption in state bodies and countering money- laundering and financing of terrorism. The Office is establishing a roster of suitable local consultants to be engaged in the implementation of good governance related projects of the Economic and Environmental Dimension (EED) and to provide expertise in one or more of the following areas: Public and municipal services delivery; Integrity in public administration (ethics issues, conflict of interest, etc.); Functional analysis and/or optimization of government functions of state bodies; Local self- government; Administrative- territorial reform; Performance evaluation of state bodies; Transparency and accountability in public institutions; Prevention and/or combatting corruption in public institutions; Anti-corruption legislation and policies; Management of public financial resources; Human recourses development in public administration; Countering money- laundering and financing of terrorism; Other measures aimed at increasing the efficiency of state bodies at national and local levels.

Tasks and Responsibilities

		Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of EED projects, particularly: Assist in conducting need assessments and surveys; Assist in identification of risks for the implementation of projects and provide recommendations for development of controlling measures and responses; Assist in identification of external factors such as changes in legislation, political and economic situation that can impact the implementation of the projects; Assist in implementation of the project activities included into the good governance projects; Assist in monitoring and evaluation of governmental policies/action plans; Draft analytical notes and reports including analysis of legislation; Develop training modules and conduct training sessions; Develop methodologies of research, collect data and/or conduct research.

Necessary Qualifications

		Higher education in Political Sciences, Social Sciences, Law, Economics, International Development or other related fields; A minimum of three (3) years of relevant work experience in one or more of the above mentioned fields; Good understanding of social, economic and political situation in the Kyrgyz Republic; Experience in the legislative drafting or analysis is an advantage; Work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and other international donor organizations and projects is an advantage; Work experience in government bodies at national and/or local level is desirable; Excellent analytical and writing skills; Excellent skills in written and spoken Russian; working knowledge of English and Kyrgyz will be an added advantage; Fully-computer literate.

Remuneration Package

		Remuneration commensurate with the qualifications and experience of the consultant. The remuneration will be based on the current OSCE consultancy rates.
