Background    
     
   

Since 1997, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) has been assisting OSCE participating States in implementing their commitments on Freedom of Religion or Belief (FoRB). More specifically, ODIHR has been seeking to advance the right to FoRB for all by assisting participating States (including non-state actors) to implement OSCE commitments and other international standards pertaining to FoRB.

 

ODIHR takes this work forward through (1) monitoring of developments and trends pertaining to FoRB in the OSCE region; (2) capacity building for State and non-State actors; (3) legislative opinions and reviews; and 4) developing and promoting guidelines on thematic issues such as registration and legal personality of religious or belief communities. In its work, ODIHR is assisted by the Panel of Experts on FoRB, whose expertise is made available to participating States, OSCE field operations, national human rights institutions, civil society organizations and religious or belief communities. To this end, ODIHR convenes various meetings to facilitate discussions among stakeholders on advancing FoRB in the OSCE region, and contributes to the evolving discourse on FoRB and related issues through its participation in conferences, seminars and other meetings at international and national levels.

 

The OSCE Office of Internal Oversight (OIO) is looking for an experienced human rights consultant with specific expertise in freedom of religion or belief to assist in conducting an independent evaluation of the OSCE’s work in this area. The evaluation will be carried out between April and August 2018.

 

The overall purpose of this evaluation is to acquire knowledge and draw lessons about the relevance and results of ODIHR’s work in FoRB, and to inform its future efforts in this area.

     
Tasks and Responsibilities    
     
   

*Work location: Planning, desk research, evaluation report writing home-based; On-site work at 2 OSCE field locations, tentatively: Kazakhstan and Ukraine; One visit to (ODIHR) in Warsaw, Poland.

 

The evaluation will be managed by the OIO, and conducted by OIO staff with the assistance of the external consultant. Working in close collaboration with the OIO, the consultant will be responsible for parts of the data collection and analysis/analysis of interviews, field reporting, and for the provision of technical inputs regarding the thematic aspect of human rights and issues pertaining to FoRB, as well as for overall quality assurance.

 

OIO will also participate in the data collection and analysis, and have main responsibility for the final report.

 

The assignment is anticipated to entail the following steps. Several deliverables are expected from the consultant:

 

  1. Inception/preparation;
  2. Desk study/document review;
  3. Interviews with key informants-data collection;
  4. Data analysis and synthesis, report preparation;
  5. Finalization of the report.

 

Several deliverables are expected from the consultant. These are listed below. The consultant is also expected to provide OIO with all relevant working papers, background information, interview protocols and other relevant documentation collected or produced during the evaluation exercise.

 

The following tentative timelines apply. They will be updated during the inception phase:

 

Desk review: April / May 2018

 

Collect, analyse and synthesize data: May 2018

Deliverable 1:

Visits to OSCE field operations and delivery of field operation reports: May/June 2018

Deliverable 2:

Selected evaluation report chapters and quality assurance of the overall draft report: June 2018

Debriefing workshop with ODIHR staff in Warsaw: June 2018

Deliverable 3:

Review and comments on the draft final evaluation report: July/August 2018

     
Necessary Qualifications    
     
   
  • A second level university degree in human rights, human rights law (preferred) or a related field;
  • A minimum of ten years documented professional experience in the area of human rights, preferably related to that of Freedom of Religion or Belief;
  • Experience in human rights policy and law analysis;
  • Documented knowledge of capacity-building assistance / policy advice in the area of human rights delivered by international organizations;
  • Evaluation experience is desirable;
  • Specific case or region expertise (Eastern Europe and / or Central Asia) is highly desirable;
  • Experience of working with MSWord suite and Windows applications;
  • Professional fluency in written and spoken English; working knowledge of other OSCE languages, especially Russian, is desirable.

Remuneration Package    
     
    Remuneration will be based upon deliverables and will depend on the selected consultant's qualifications and experience and in accordance with the OSCE established rates.
