Background:
The opening of former State Security Service files has been discussed in the Albanian public since the start of the democratic processes in Albania. The approval of Law 45/2015 “On the Right to Information on Documents of the Former State Security Service of the People’s Socialist Republic of Albania” in 2015 and the approval of Board members of the Authority on Access to Information on the Former State Security Service (Authority) in 2016 for the first time provide a basis for access of affected individual and their families. In addition, media and researchers interested in the work of the Former State Security Service, including its structure and mechanisms and its impact on the lives of Albanian citizens will have access to the files. In order to enable the Authority to fully comply with its legal obligation to make the files accessible, one of the main priorities is the establishment of an archive of at the Authority. The archival documents of the Former State Security Service (former Sigurimi) are presently held in three main governmental institutions, Ministry of Interior, Ministry of Defence and Governmental Informative Service. The OSCE Presence in Albania (hereafter The Presence), will provide expertise to the Authority to develop a strategy for the building of an Archive System under the Authority to consolidate access to the files. Two consultants, one international Archive expert and one national as support and translator will be hired for this assignment. The consultants will receive remuneration for their work during the hiring period. The international expert is requested to develop guidelines for an Archive System of the Authority making use of international best practices in archiving and making former state security files accessible.
Task and Responsibilities:
The consultant will support the international expert and provide support as related to the Albanian specifics on archiving, including the respective legislation in place as well as oral and written translation:
• Interpret for the international expert during the 3 days visit in Tirana for meetings with Authority’s representatives and responsible staff for exchanging information
• Translate relevant legal and procedural materials available only in Albanian for the international expert, as requested by the project team.
• Translate the materials produced by the international expert after clearance by the project manager.
Expected Output/Deliverable:
1. Interpret to the international expert during meetings in Tirana
2. Deliver translated materials in ENGLISH to International Expert and Project Manager
3. Deliver translated materials IN ALBANIAN produced by the international expert to Project Manager
Necessary qualifications:
• Excellent knowledge of Albanian language, including excellent drafting skills
• Professional fluency in English
• Minimum 8 years of experience as translator from English to Albanian and vice versa
• Previous experience in working with archival documents and laws
• Computer literate / word processing skills
Remuneration:
The fee will be paid in the following manner:
• First instalment- at end of visit of the international expert upon confirmation of project manager;
• Second instalment- upon translation of materials in English to International Expert and Project Manager;
• Third instalment- upon translation of materials in Albanian produced by international consultant upon clearance of project manager.
