Today in Tajikistan 32 television channels are in operation, of which 12 are government-owned, 15 are independent, and five are cable ones. In addition, 28 audio and video production studios operate. In rural areas, users generally use TV and Radio as their information source. Newspaper circulation is very small and almost 84% of population of Tajikistan receive information through TV channels. In September 2017 the Committee on TV and Radio established a new Working Group on digital switchover composed of relevant government structures and representatives of civil society and adopted the Action Plan for the Working Group to work in direction of developing the digital broadcasting in Tajikistan. According to this Action Plan the working group is tasked to define the main objectives of the transition from analogue to digital broadcasting i.e. legal regulation, technical and other issues of the digital broadcasting in the country. During the meeting in October 2017, representatives of the Working Group on Transition to Digital Broadcasting under the Committee on TV and Radio (Working Group) requested the OSCE Programme Office in Dushanbe (POiD) to support them in conducting the switchover process. In 2018 the POiD will work closely with the Working Group to ensure the smooth transition process in Tajikistan. Main directions of the OSCE POiD support to the government, civil society and people of Tajikistan in the field of digital switchover are in revising existing legislation and bringing them in line with the OSCE standards, assisting local independent TV channels in developing a modernization plan for their transmitters, organizing a study tour to Lithuania to learn the positive experience of the country conducting public awareness raising campaigns to ensure that citizens get ready for the switchover process, at the same time organize campaign tours to the regions to encourage local authorities to financially support local independent TV channels for smooth transition process.

     
Tasks and Responsibilities    
     
   

The OSCE POiD is seeking the services of a national technical trainer to conduct a four-day capacity building training for engineers of state-owned and independent TV channels with the aim to provide them with needed technical skills to assist their companies to conduct a smooth transition to digital broadcasting. The trainings will be separated into two workshops; one will be conducted in Khujand, another one in Dushanbe and will last for two days each time. Each of the trainings will have a total of 20 engineer participants working in the field of TV and radio broadcasting. The scope of work of the National Trainer will consist of conducting training for engineers of state-owned and private broadcasting companies, including: Facilitate discussion and provide technical expertise on transition from analogue to digital broadcasting; Explain about the transition to digital broadcasting and bring examples from best practices in the field of transition to digital broadcasting; Explain the technical issues of transition to digital broadcasting, inter alia: Talk about on modernization of the technical park in order to comply with the standards for the transition to digital broadcasting; Explain what technical equipment should be purchased for a TV company for the transition to digital broadcasting; Assist in compiling a list of technical equipment needed for the transition to digital broadcasting; Show an example of any television stations already passed to digital broadcasting and how to correctly adjust the digital equipment; The scope of work can be amended or specified for the purpose of the assignment.

     
Necessary Qualifications    
     
    Master’s Degree or equivalent (5-year university education) in TV and radio broadcasting engineering, engineering, technical or natural sciences or any other relevant field; At least 5 years of experience in a TV and Radio Broadcasting company as an engineer or other relevant field to this assignment; To have a deep knowledge of relevant technical equipment needed for a digital broadcasting; Knowledge of the country’s current situation and challenges with regard to the transition from analogue to Digital Switchover  would be a strong asset; Experience in technical aspects of TV broadcasting equipment and transmitters and other means of signal transmissions; Knowledge of Russian would be a strong advantage; Proven commitment to the core values of the OSCE; in particular, is respectful of differences of culture, gender, religion, ethnicity, nationality, language, age, disability or other status; Responsibility, flexibility, creativity.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultants’ experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
