Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. The mandate of the OCEEA is guided particularly by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003.

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Senior Environmental Affairs Adviser and guided by the Deputy Co-ordinator / Head of Environmental Activities, in close co-operation with colleagues from the Environmental Co-operation Unit, and in order to assist the Co-ordinator of OSCE Economic and Environmental Activities in carrying out his mandate, as set out in PC Decision 197 of 5 November, 1997, the incumbent performs the following functions, focusing on environment and security issues:

  1. Identifying, implementing, monitoring and reporting on projects on environment and security issues, in particular in the area of good environmental governance, climate change and green economy, in close co-ordination and co-operation with colleagues in the Environmental Co-operation Unit;
  2. Assisting in resource mobilization for OCEEA environmental projects;
  3. Supporting the OSCE field operations in the development, and implementation of  project activities, in particular those relating to good environmental governance, climate change and green economy;
  4. Maintaining working relations with the partners of the Environment and Security Initiative (ENVSEC) as well as other international organizations, sub-regional initiatives and NGOs to help implementing the ENVSEC work programme, particularly in the area of good environmental governance and climate change and green economy;
  5. Establishing and maintaining contact at a comparable level with officials of international organizations, regional initiatives, NGOs and business groups to identify activities for joint implementation and to share/compare results of project analysis and findings to ensure co-ordinated programme development and implementation;
  6. Developing agenda items and work programmes for seminars, workshops, training courses and other activities related to environmental activities;
  7. Liaising with relevant departments in the OSCE Secretariat in implementing project activities, and responding to information requests by the OSCE Senior Management and the OSCE Delegations;
  8. Contributing to the OCEEA's policy processes, in particular the Economic and Environmental Forum, Economic and Environmental Dimension Implementation Meeting and Economic and Environmental Committee  processes, e.g. by identifying and proposing speakers, preparing discussion sessions and drafting agendas; and prepares draft speeches, statements, presentations and briefings for a wide range of purposes by the Senior Management of OCEEA and OSCE;
  9. Performing other related duties as required.

Necessary Qualifications
  • First-level university degree in Political Science, International Relations, Environmental Sciences, or similar, with a focus on project management and/or environment and security issues;
  • A minimum of six years of professional relevant experience, preferably at the international level;
  • Professional experience in project development would be an asset;
  • Understanding of and experience in security-related environmental issues;
  • Professional fluency in English with excellent drafting and communication skills; knowledge of other OSCE working languages would be an asset;
  • Ability to operate windows applications including word processing and e-mail;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
