Background:
The opening of former State Security Service files has been discussed in the Albanian public since the start of the democratic processes in Albania. The approval of Law 45/2015 “On the Right to Information on Documents of the Former State Security Service of the People’s Socialist Republic of Albania” in 2015 and the approval of Board members of the Authority on Access to Information on the Former State Security Service (Authority) in 2016 for the first time provide a basis for access of affected individual and their families. In addition, media and researchers interested in the work of the Former State Security Service, including its structure and mechanisms and its impact on the lives of Albanian citizens will have access to the files. In order to enable the Authority to fully comply with its legal obligation to make the files accessible, one of the main priorities is the establishment of an archive of at the Authority. The archival documents of the Former State Security Servicet (former Sigurimi) are presently held in three main governmental institutions, Ministry of Interior, Ministry of Defence and Governmental Informative Service. The OSCE Presence in Albania (hereafter the Presence), will provide expertise to the Authority to develop a strategy for the building of an Archive System under the Authority to consolidate access to the files. Two consultants, one international and one national as translator will be hired for this assignment. The consultants will receive remuneration for their work during the hiring period. The international consultant is requested to develop guidelines for an Archive System of the Authority making use of international best practices in archiving and making former state security files accessible.
Tasks and responsibilities:
• Meet Authority’s representatives and responsible staff to exchange information regarding the present situation of the archival preservation of files of the Former State Security Service in Albania during a three day study visit in Tirana, 15-18 April 2018. • Get acquainted with the premises where the archive of Former State Security Service will be held after transfer from their present location in different state institutions. • Identify the equipment and supplies needed to establish the Archive, such as shelves, boxes, files, containers appropriate for the long-term preservation of archival materials and ICT equipment. • Assess the needs for digitising the Authority’s record and how to store the digital records • Identify the necessary measures to be taken for the evacuation of archive funds in the event of natural disasters, state of war, along with concrete proposals on how to organise the evacuation as well as the placement of the documentation (proposals for suitable premises). • Conduct desk research related to similar archives of security services from other European communist countries and include the most suitable practice example in each deliverable. • Develop an action plan on steps to be taken to make the archive of the Authority functional, from transferring of the files to the Authority’s Archive until the final arrangement of the physical types of records. • Prepare the deliverables in word and PDF format, written in Times New Roman, 12, with a line space of 1.

Necessary Qualifications:
• Have a PhD degree or advanced degree with specialisation in Archive studies, Record Management or related fields; • Minimum 10 years of professional experience in Archiving, Record Management and management/designing of archives; • Having been trained on security measures regarding archives; • Highly IT-literate with competent knowledge of electronic records; • Fluency in English.
Remuneration:
The fee will be paid after delivery of each document in the following manner: - After the delivery of the long-term strategy for the Authority archive (as per above specifications): 2500 Euro - After the delivery of the policy paper for transferring the records (as per above specifications): 500 Euro - After the delivery of the detailed report on the facilities needed (as per above specifications): 500 Euro - After the delivery of the guideline for necessary security measures (as per above specifications): 1000 Euro
