Vacancy
Background
Within the framework of its broader mandate to protect and promote the rights of all communities in Kosovo, the Mission monitors, reports and advocates with central and local institutions for full compliance with language-related obligations.
In light of this, through programmatic activities in 2018 the Mission will continue strengthening the capacities of central authorities, i.e. the Office of the Language Commissioner (OLC), to increase their efficiency in protecting the use of all official languages. Namely, the Mission will support the OLC’s Legal and Compliance Section to develop a unified case management system of complaints submitted to both central and local level institutions by the office. The system will also assist the OLC to efficiently respond to complaints, issue recommendations, and seek actions by institutions to be taken, in relation to their legal language obligations.
This activity is in line with OMiK mid-term plans on strengthening the capacity of the OLC, and gradual hand-over of activities to the Office.
For the purpose of this activity, OMiK will recruit a local consultant, to provide support and advice to the OLC for a period of approximately six months. The consultant’s primary duty will be to manage the process of developing a complaints management system, including the development of complaint forms to be used by the public. The consultant’s secondary duty will be to provide on-the-job training for the OLC staff working in the Legal and Compliance Section on how to use the management system and how to draft formal responses and recommendations.
